Role Overview:
The Senior Fiscal Monitor serves as Program Administration & Oversight Compliance Team's senior level fiscal subject matter expert whose primary responsibilities include designing, planning, coordinating and performing fiscal and administrative monitoring and resolution functions, and examining the safety, soundness, and level of compliance of DWD funded-workforce development partners. The work involves applying a broad knowledge of federal, state and local regulations and policies, broad knowledge of DWD and regional programs and administrative operations, specialized knowledge of cost and fund accounting for monitoring federal and state grants, current auditing and monitoring techniques, effective interpersonal and communication skills, research and analysis skills, report compilation and presentation skills, to conduct compliance reviews of grantees and subgrantees, analyze results and formulate recommendations to leadership as necessary, actively participate in report compilation and distribution, work cooperatively with various workforce development partners to resolve issues of noncompliance, and maintain the Compliance Team's monitoring workpapers. The incumbent serves in a highly responsible administrative and advisory capacity, providing subject matter expertise and being a consultative resource to both agency and workforce development partner executive leadership. The work is broad in scope and involves all phases of executing the federally-mandated fiscal and administrative monitoring and resolution functions on behalf of the agency. The position reports to the Workforce Governance and Administration Analyst.
Salary Statement :
The salary for this position traditionally starts at $53,222.00, but may be commensurate with education or work experience.
A Day in the Life:
Conduct fiscal and administrative desktop and on-site compliance reviews as required by federal regulations, and serve as liaison and subject matter expert for internal and external workforce development partners on related fiscal and administrative matters. Examine various records, documents, policies, practices, and management information systems to identify inherent risks and determine adequacy of internal controls and compliance with applicable federal, state and local regulations, and then make recommendations and decisions accordingly.
Review, analyze and test adequacy of internal controls and safeguards, accounting and fiscal management processes and procedures and systems, contracting criteria and methodology, cash disbursements, staffing and payroll processes, procurement and RFP processes, asset management processes, and subrecipient monitoring processes for the protection of federal and state funds. Perform risk assessments, and review and analyze structure, functions and activities of Local Workforce Development Areas.
Manage and maintain accurate records and files and serve as a central hub for information tracking and coordination. Expedite the timely creation and distribution of reports and the exchange of information.
Compile and organize data and information to develop accurate and legally-supported observations and findings, then compose official Monitoring Reports to executive leadership for final review and approval for release and distribution to regional workforce development executive leadership.
Review, analyze and test the implementation of corrective measures as presented in corrective action plans. Prepare recommendations regarding the imposition of sanctions as necessary to resolve outstanding issues.
Work collaboratively with Compliance Team monitors to make recommendations on and complete departmental projects, prepare and present detailed reports, and assist in the preparation of monitoring guides, policies, procedures, worksheets and schedules.
Respond to requests for guidance from workforce development partners, conferring with or referring to appropriate resources as needed.
Provide ongoing review of Compliance Team practices and procedures to ensure continued compliance with agency, state and federal standards. Keep abreast of new and developing trends, philosophies, and available materials relating to monitoring or resolution, and actively participate in training opportunities. Design or revise detailed processes and procedures for monitoring and resolution job functions.
Other duties as assigned, including assistance with other Compliance Team functions as needed.
What You'll Need for Success:
Bachelor's degree in accounting or business is required, plus five (5) years full-time work experience in auditing, grant accounting, business management, or closely related field.
Broad knowledge and understanding of DWD vision, mission, goals, administrative policies and procedures, programs, and field operations.
Broad knowledge of and ability to identify, interpret and apply federal, state and local regulations and policies governing federal and state funding and workforce development programming (i.e., OMB Circulars and Uniform Guidance, WIOA), and the ability to develop new and revise existing procedures and internal policies as changes with the federal and state legislature occur. Ability to comprehend, analyze, interpret and correlate technical guidance to identify and determine issues of deficiency or noncompliance.
Extensive knowledge and understanding of and ability to utilize various technology and software applications to execute job duties effectively and efficiently.
Advanced knowledge and understanding of workforce development partner structures, activities, functions, programs and operations to properly assess compliance with federal, state and local regulations and policies.
Advanced knowledge, understanding and ability to apply cost accounting and auditing principles, theories, standards and techniques, and a specialized knowledge and understanding of monitoring techniques to review, analyze and test internal controls and safeguards for the protection of federal and state assets, accounting and fiscal management processes and procedures and systems, asset management processes, cash disbursements and proper supporting documentation, procurement/RFP and contracting criteria and methodology (i.e., negotiation, awards, execution, and review of contracted activity), staffing and payroll processes and documentation, and subrecipient monitoring processes.
Ability and willingness to research, gather and interpret data from various sources, assess and analyze issues, apply appropriate regulations or authorities to particular issues or in specific situations, document potential observations and findings, organize thoughts and ideas in a logical manner, formulate sound solutions and recommendations, create and develop official documentation, compile detailed reports, and make appropriate decisions with consideration of potential impact on the agency or workforce development partners.
Excellent interpersonal, oral and written communication skills, and the ability and willingness to conduct oneself professionally at all times, to establish and maintain rapport with federal and state agencies, internal and external workforce development partners, executives and program managers, and all others to facilitate execution of job duties and achieve division and agency objectives. Incumbent may consult and confer with agency leadership and other subject matter experts to coordinate the provision of technical assistance to workforce development partners as needed or requested. Incumbent must maintain confidentiality at all times and remain continually cognizant of sensitive situations and information, especially when discussing potential findings, questioned costs, and negotiating resolutions to complex problems or situations.
Ability and willingness to work independently, effectively organize the work and prioritize a variety of projects and functions, and coordinate with others to complete tasks timely and efficiently. Incumbent must keep current on new and developing regulations, policies, trends, philosophies, etc. affecting or related to the required monitoring of grantees and subrecipients of federal and state workforce development funding to produce quality and timely final work products.
Ability and willingness to travel statewide and stay overnight, as needed, to conduct business.
Supervisory Responsibilities/Direct Reports:
This role may provide direct supervision for one or more staff members.
