Summary This position is located in the U.S. Patent and Trademark Office (USPTO) within the Office of Application Processing for Patents (OAPP), Office of Data Management (ODM). The incumbent will serve as a Data Operation Program Manager who will be responsible for managing and directing the activities of staff members responsible for the improvement through all phases of acceptance of contractor deliverables and improving the use of information technology within the Office of Data Management. Responsibilities The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13. Specialized experience for this position includes: Leading the planning and budgeting efforts, applying strong management and organizational principles and a thorough understanding of planning, programming, and budgeting rules; and Advising leadership on resource needs and priorities to achieve program objectives; and Supervising staff responsible for production and quality-control activities, assign tasks, monitor performance and ensure work meets standards and timelines; and Developing and implementing process improvements to acceptance and processing workflows, including technology upgrades to increase efficiency, data accuracy and timeliness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
