Responsibilities Reviews incoming systems access requests to ensure that the proper forms are utilized, required fields have been completed, and that proper access profiles are requested in accordance with the user's position, location, and mission requirements. Assists end users with questions or issues that arise through the completion of the systems access request process. Reviews, analyzes, and monitors system access via audit logs for accounting system(s) and reports suspected violations of IA policies to the Information Systems Security Manager (ISSM). Removes access, purging user accounts, and sending relevant information to external point of contacts when employees no longer require access to financial and accounting systems that are not owned or provisioned by DFAS. Researches and provides information on interpretation of regulations, instructions, and other systems access guidance which affect Systems Operations. Duties will be developmental in nature while performing below the full performance level (GS-7). Requirements Conditions of Employment Qualifications This announcement will be used to fill positions with an entry grade of GS-06, or GS-07 with a target grade of GS-07.The minimum salary for grade GS-06 is $45,409, the maximum salary is $59,031. The minimum salary for grade GS-07 is $50,460, the maximum salary is $65,599. GS-06: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-06 Specialized experience is defined as: applying rules and procedures to process actions in an automated system, such as creating user accounts or processing financial transactions; or reviewing records or requests to ensure accuracy and compliance with established guidelines. GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 Specialized experience is defined as: analyzing records, accounts, or transactions to determine compliance with financial or information security regulations; or processing adjustments to user accounts, financial transactions, or researching and resolving discrepancies in an automated system. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-6, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-7, applicants must have served 52 weeks as a GS-6 or higher in the Federal service. The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Education GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements when the education is directly related to the position being filled. To be creditable, education must have been obtained in an accredited college or university.
