Job Overview:
We are looking for an Operations Manager with the growth potential of becoming a Project Manager to support APTIM's nuclear decontamination and decommissioning (D&D) projects at the Knolls Atomic Power Laboratory (KAPL in Niskayuna, New York). This position will be responsible for effectively planning and managing work activities to achieve project objectives in compliance with contract terms and conditions. The position will be responsible for leading a multi-disciplined operations and support team, developing project plans, procedures, and work control packages, and ensure required resources are available to achieve the contract Performance Work Statement (PWS). The position will also be responsible for implementing, updating, and reporting on the Performance Management Baseline for the scope, including budgets, costs, and schedules to ensure safe, compliant, and efficient performance. Travel may be periodically required.
Key Responsibilities/Accountabilities:
Responsible for the necessary documentation, equipment and supplies to perform the work.
Backup for the Subtask Manager.
Oversee aspects of operations and project management (initiation, planning, execution, monitoring and work control, and project closeout) for the project.
Manage the LDA Project support functions.
Ensure all resources; trained personnel, procedures/work packages, PPE, equipment and materials are available to meet the project schedule and mission prior to being required.
Work with procurement to obtain all required subcontracts, materials, supplies, and equipment.
Manage/supervise the LDA Project field and support personnel.
Communication with DOE/KAPL/NR on field work activities, special requests/requirements (not contractual items).
Manage overall day-to-day activities to support all field work.
Remove barriers to performing work.
When delegated, review planned work to ensure all requirements are in place to authorize work daily.
Work closely with Site Superintendent to ensure all work is being planned/executed according to procedures/work packages.
Actively participate in the Plan of the Day meetings, Pre-Job meetings, End of Day meetings.
Management of work planning to develop executable work packages that incorporate ISM and meet all requirements.
Supervises daily activities of project operations and support personnel to ensure that work scope and/or deliverables are produced on schedule and within budget.
Lead any investigations/fact findings, identification of required corrective actions and assign responsible parties to implement the corrective actions.
Closely communicate/update PM on field work statuses.
Plans, organizes, coordinates, and controls the project in accordance with the established company policies, procedures, systems, and requirements.
Interface daily with project management, waste management, engineering, safety and health, quality assurance, operations personnel, and project planners/schedulers.
Participating in the implementation of the Earned Value Management System, as well as risk management and planning.
Track project progress against baseline schedules and budgets; resolve discrepancies and negative trends as early as feasible.
Development and implementation of the various project planning documents and reports.
Basic Qualifications:
At least 10 years of experience in Environmental Remediation.
Minimum of 5 years of supervisory experience on environmental remediation projects for radiological and/or hazardous materials involving waste management activities (e.g., decontamination, remediation, packaging, transportation, disposal).
Demonstrated experience in supervising/managing multi-discipline operations teams to achieve project objectives.
Experience in the development of technical documents (manuals, procedures, etc.)
Experience at Federal facilities and projects with a working knowledge of key orders and requirements to ES&H, QA, Conduct of Operations, and work control.
Must be a US Citizen -- no dual citizenship.
Current security clearance preferred or the ability to obtain one.

As of the date of this posting, a good faith estimate of the current pay range for this position is $120,000 - $145,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
