These positions conduct regular and periodic inspections of county jails, adult and juvenile detention facilities, adult halfway houses, and group residential homes for youths and act as authorized agents for the Department of Corrections (DOC) with respect to providing technical assistance to facility administrative personnel. Responsibilities include:
Conduct licensing inspections of county jails, adult and juvenile detention facilities, group residential homes for youth, adult halfway houses, and certification of out-of-state juvenile programs as assigned in order that compliance with federal, state and local statutes and standards can be determined, and where appropriate, take action toward proper resolution of non-compliance or problem areas to ensure the safety, security and health of all residents and staff.
Complete audits of Minnesota detention and other facilities using the Federal Juvenile Justice and Delinquency Prevention (JJDP) Act, through the 2002 authorization, and determining compliance with the four core requirements.
Provide technical assistance and training with respect to facility and workforce planning, construction activities, operational procedures, and program development.
Conduct all enforcement activities, inclusive of developing recommendations for restricted use, license suspension, or license revocation of assigned facilities as deemed necessary to ensure the health, safety and security of a juvenile facility's residents and/or staff.
Evaluate all complaints and/or unusual occurrences arising within county jails, adult private prisons, holding facilities, and adult halfway houses that are related to licensing standards.
These positions will require regular travel to facilities throughout the state of Minnesota to conduct inspection activities. These positions are subject to the State of MN's telework policy requiring employees living within 50 miles of DOC's Central Office location in St. Paul to work on-site 50% of the time. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Two (2) years of inspection, investigation, auditing, and/or regulatory compliance experience in a correctional or human services setting.
A Bachelor's degree in Criminal Justice, Corrections, Psychology, Sociology, Social Work, or related field may substitute for one (1) year of experience.
Applicants who meet the experience requirements listed above will be further assessed on the following:
Analytical skills sufficient to evaluate complaints and determine compliance with licensing or certification standards.
Human relations skills sufficient to communicate, persuade, and negotiate with other local criminal justice and public officials, respond to inquiries, and provide technical assistance.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
A Bachelor's degree in Criminal Justice, Corrections, Psychology, Sociology, Social Work, or related field.
Experience working in a children's residential facility (Rule 2960) setting, adult jail facility (Rule 2911) setting, and/or adult residential facility (Rule 2920) setting.
Knowledge of the Juvenile Justice and Delinquency Prevention Act (JJDPA), and/or laws and regulations pertaining to confinement of persons in secure and non-secure facilities.
Knowledge of building, life safety, and health codes.
Knowledge of and skill in investigative techniques.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
