Job Title: Director of Information Technology/Information Systems
Reports to: SUNY Institutional Technology Exchange Center (ITEC) with a dotted line to the Herkimer County Community College (HCCC) President*
Supervises: Information Technology staff across infrastructure, applications, academic technology, and support
Basic Function: As a senior administrative leader, the Director of Information Technology/Information Systems provides strategic, operational, and technical leadership for all information systems and technology services at HCCC. The Director ensures the reliable, secure, and compliant delivery of enterprise systems, including Ellucian Banner and related academic and administrative platforms. Working collaboratively with campus leadership and functional offices, the Director aligns technology initiatives with institutional priorities, supports student success and operational effectiveness, and advances modernization, data-informed decision-making, and continuous improvement across the College.
Major Responsibilities:
Strategic Planning and SUNY Alignment: Develop and maintain a multi-year IT strategic plan aligned with HCCC's mission and SUNY system initiatives. Participate in SUNY technology forums and regional collaborations. Provide leadership on cloud adoption, data governance, and cybersecurity maturity.
Banner SIS and Enterprise Application Leadership: Facilitate campus operation, configuration, upgrades, and enhancements for Ellucian Banner, Degree Works, and SICAS-supported modules. Coordinate testing cycles and workflow improvements with functional offices. Manage vendor relationships with Ellucian, SICAS, and third-party solution partners.
Operational Management: Ensure high availability and performance of networks, servers, storage, classroom technology, and learning systems. Maintain monitoring, backup, DR, and patching strategies. Lead IT business continuity planning.
Cybersecurity and Compliance: Facilitate the College's cybersecurity program including IAM, endpoint security, risk assessments, and training. Ensure compliance with FERPA, GLBA, NYS cybersecurity policies, SUNY standards, PCI, and accessibility. Coordinate audit responses and incident handling.
Project and Portfolio Management: Lead technology projects using structured PM methodologies. Manage timelines, stakeholder communications, and project prioritization.
ITSM and Customer Experience: Implement ITSM processes (incident, change, request, asset, knowledge). Ensure responsive service desk operations and define service level agreements. Promote continuous improvement and service transparency.
IT Procurement and Vendor Management: Manage procurement under HCCC/SUNY/NYS rules. Develop RFPs, evaluate proposals, negotiate contracts, and facilitate licensing and lifecycle management.
Leadership and Team Development: Supervise IT staff across infrastructure, applications, network, academic technology, and support. Build collaborative culture, evaluate performance, develop staff, and support succession planning.
Perform other related duties as assigned.
Job Requirements:
Required Skills and Abilities:
Demonstrated expertise in enterprise information systems, network infrastructure, and IT operations.
Strong knowledge of project management methodologies and cybersecurity principles within a higher education or complex organizational environment.
Proven ability to build, lead, and sustain a cohesive information technology team, providing clear direction and accountability to ensure effective and efficient operations.
Ability to establish and maintain productive working relationships with College and ITEC employees across academic and administrative units.
Demonstrated capacity to plan, direct, and coordinate information technology programs, including identifying issues, evaluating alternatives, and implementing effective solutions.
Ability to analyze technical data and prepare clear, actionable technical reports, recommendations, and presentations for diverse audiences.
Extensive knowledge of IT systems and processes, including student information systems, learning management platforms, and related enterprise applications.
Knowledge of emerging business and technology trends and their application to institutional improvement.
Ability to communicate effectively, inspire trust, and engage staff at all organizational levels.
Demonstrated strategic, proactive, and results-oriented thinking with the ability to set priorities in a dynamic environment.

Minimum Experience and Educational Background:
Bachelor's degree in Information Systems, Computer Science, or a related field, or equivalent combination of education and progressively responsible experience.
Significant leadership experience in information technology, including supervision and management of professional staff.
Demonstrated experience in enterprise systems, IT operations, cybersecurity, and strategic planning.
Experience managing complex projects, budgets, and vendor relationships.
Preferred Experience:
Leadership experience in a SUNY or public higher education environment.
Deep knowledge of Ellucian Banner SIS and related systems such as Degree Works, Argos, SICAS, Slate, EAB, or Starfish.
Experience with IT service management frameworks and tools.
Familiarity with SUNY and NYS procurement processes.
Technical background in cloud platforms, databases, integrations, or infrastructure technologies.
Professional certifications such as ITIL, PMP, CISSP, or CISM.
