This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position is responsible for managing a team of data analysts and researchers that serve the DHS Health Care Administration (HCA) as well as other areas of other administrations. The HCA Research and Data Analysis Unit conducts research and analysis, using the warehouse and various health care data sources, and employing current research and evaluation methods and software, to provide the services and cost information needed to develop and inform the administration of Minnesota's Health Care Programs (MHCP). This unit provides research in the form of reports, papers, analysis and data runs to support health care coverage policy decisions, inform payment models, legislative proposals and initiatives, measure program and policy impacts, monitor health care quality, meet federal and state reporting and monitoring requirements and conduct ongoing performance measurement.
Principal responsibilities include:
Direct activities needed to operate and advance HCA's Research and Data Analysis (R&DA) program; manage the daily functions of the R&DA section, including team budget, contract(s), and data sharing agreement(s) management;
Assist the division director in managing operations of the HRQ Division, which encompasses planning for and managing change processes, identifying opportunities for development and process improvement for the division;
Serving as the lead HCA manager of health care research and data analytics and quality improvement for Minnesota Health Care Programs (MHCP);
Partner with representative leadership in multidimensional data related projects including cross division, cross administrations, cross agency, or with external stakeholders and partners as needed to support the division and agency data projects and its mission;
Represent the division, administration and department as a primary HRQ expert or designee
Lead in designing projects and assisting these projects through the resource planning and implementations phases into operationalization;
Support/lead measurement development for cost, utilization, or quality measures;
Provide additional guidance to the quality improvement team and its leadership with measurement development, data support, and strategic planning; and
Develop new and innovative ways to distribute information within the agency, publicly, and with our work with internal and external partners to leverage the best we can do with our data and data systems.
Minimum Qualifications
Demonstrated leadership experience
Leadership experience can include:
Experience as a supervisor, leadworker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
5 years of extensive experience in healthcare research and data analysis.
Experience must demonstrate knowledge and experience in:
Research methodology, including scientific theory, survey research techniques, complex statistical analysis, project management, technical and non-technical report writing, oral presentation of research results and data collection, cleaning, aggregation, stratification, and interpretation;
Health care claims and encounter data;
Data warehouse use as well as building and using large and complex data sets for analysis; and
At least one analytical tool such as SAS, SPSS, R, Stata, or Tableau.
Preferred Qualifications
Understanding of the overall health care delivery system, Minnesota's public health care programs, and the federal Medicaid program.
Knowledge of DHS Data warehouse.
Experience delegating and managing large, complex projects effectively.
Experience effectively managing human, budget and system resources.
Extensive experience with written and oral presentations of data and research and synthesis of findings to inform public policy.
Variety of experiences working effectively with others from different backgrounds and cultures.
