This position supports and advances health policy research within the Health Economics Program (HEP) by administering the data collection and data management processes required for the Health Care Cost Information System (HCCIS). HCCIS includes data submitted by hospitals, freestanding outpatient surgical centers, diagnostic imaging facilities, physician clinics, and health care systems. Additional data sets include enrollment information from health insurance companies, as well as health care revenue, expenditure, administrative, and indirect cost data. This position also collaborates with and oversees the data submission practices of the Voluntary Nonprofit Reporting Organization (VNRO) to ensure the accurate collection of hospital financial, services, and utilization data.
This position ensures data submissions are timely, complete, and compliant by leading the development and implementation of effective compliance, administrative, and data governance practices. Responsibilities include advanced database management functions such as data validation, auditing, maintenance, and preparation of data sets for internal and external users in alignment with MDH data standards. The incumbent serves as the subject matter expert for these data sets and as the system administrator and subject matter expert for the HEP Data Portal, the platform through which HCCIS and other HEP data are collected.
Primary responsibilities include:
Lead and coordinate data management processes for required reporting by hospitals, Freestanding Outpatient Surgical Centers (FOSC), Diagnostic Imaging (DI) centers, health plans, and health systems.
Lead and coordinate data management and compliance processes for the Voluntary Nonprofit Reporting Organization (VNRO).
Provide data and data user information.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
Minimum Qualifications
Three (3) years of experience in data science, analytics, interoperability, data equity, informatics, business intelligence, artificial intelligence, and data strategy, data modernization or governance and research. Experience must include each of the following:
Experience administering, managing, or overseeing data collection processes from external organizations, partners, or reporters.
Experience performing data validation, audit, quality assurance, or data integrity reviews using established data standards or thresholds.
Experience working with electronic databases or data systems to maintain, validate, and prepare data sets for users.
Experience interpreting and applying laws, rules, policies, or formal reporting requirements to ensure compliance.
A degree in Public Health, Health Informatics, Data Science, Statistics, Information Systems, Health Policy, Economics, or a closely related field may substitute as followgins:
Associate: Six (6) months experience
Bachelor: One (1) year experience
Masters: Eighteen (18) months experience
Ph.D: Two (2) years experience
Minimum qualifications to be assessed during the interview:
Demonstrated ability to design or improve data validation, audit, or quality assurance processes in environments with little procedural precedent, including how thresholds, acceptable ranges, or standards were determined.
Demonstrated ability to work directly with external reporters, partners, or regulated entities to gain compliance with data reporting requirements, resolve data issues, and communicate technical data standards to non-technical audiences.
Demonstrated experience exercising independent judgment to modify data collection processes, data definitions, or reporting structures based on data quality findings, user needs, or policy changes.
Preferred Qualifications
Experience working with health care provider and hospital financial, utilization, and enrollment data reporting in a public health, health policy, or regulatory environment.
Experience serving as a system administrator or primary owner of a data portal, reporting system, or case/data intake platform used by external submitters.
Experience developing user guidance materials, training, or tools that support data submitters or data users in understanding reporting requirements and data limitations.
