As the Deputy Chief Business Technology Officer (CBTO), you will oversee a variety of functions and programs, providing leadership and guidance to directors and managers. Working closely under the executive leadership of the Chief Business Technology Officer (CBTO), this role is responsible for establishing and driving the strategic direction, operations, and organizational culture within an MNIT agency-based office. You will ensure alignment with both the partner agency's business goals and MNIT's broader strategic objectives. Additionally, you will be responsible for the overall management, performance, and operations of the MNIT agency-based office, including budgeting, planning, and technical oversight. You will also oversee the MNIT Department of Transportation (DOT) application management function, including IT application support resources.
Job Responsibilities:
This position is responsible for overseeing the management of the MNIT Department of Transportation (DOT) application portfolio, which includes more than 450 applications used across divisions, offices, and districts statewide within the Minnesota Department of Transportation (MnDOT).
The role directs the IT application portfolio in alignment with 5-year roadmaps, overseeing the lifecycle planning for new, enhanced, preserved, replaced, or retired applications.
Additionally, the position manages IT application support in accordance with IT enterprise architecture standards, ensuring the design, development, testing, and maintenance of applications to drive continuous improvements and modernization. This supports the empowerment of transportation business employees and processes.
The position also leads the planning and management of the current and future budgets, aligning with the strategic direction, IT enterprise architecture standards, lifecycle planning, and staffing plans.
This position requires an employee to be onsite at 395 John Ireland Blvd, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of eight (8) years of experience providing leadership and management of large scale, high profile IT projects.
Experience must include:
Four (4) years of supervisory or managerial experience.
Experience representing both MNIT and partner organizations' leadership, strategies, direction, and working with a diverse internal and external audiences, including customers, vendors, stakeholders, and staff.
Experience in strategic planning and providing direction and support to multiple project teams. Experience visualizing and adapt long-term goals and needs, while facilitating the planning and development process to ensure alignment with the agency's mission and objectives.
Experience fostering collaboration and building cross-functional teams while creating a positive and inclusive work environment.
Experience with short-term and long-term analysis, as well as the development and implementation of tactical application portfolio and support plans to achieve IT strategic goals.
Demonstrated ability to communicate clearly and effectively to foster mutual understanding, and guide teams through change.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, complemented by formal or informal leadership and people engagement skills to deliver positive user experiences and high-performing results.
Preferred Qualifications
Proven ability to lead and manage multi-disciplinary technology teams in a collaborative, high-touch, high-integrity environment, while fostering a team-oriented culture.
Proven ability to foster team development by promoting collaboration, trust, and knowledge sharing, while empowering individuals to achieve collective goals.
Extensive experience managing large, complex budgets and effectively prioritizing and executing tasks in high-pressure and high-demand environments.
Exceptional communication and presentation skills, with expertise in public relations strategies, crisis communications, and media management.
Strongly Preferred Qualifications
Experience in public sector IT, with a deep understanding of government systems, statutes, and rules related to information technology, as well as state budgeting and accounting systems.
Strong knowledge of contracting procedures and procurement guidelines, ensuring compliance with established rules and managing operations accordingly.
Experience in Transportation or Civil Engineering fields and/or solid experience with business processes, human resources, continuous improvement, project management, and operational principles and practices.
