The Financial Analyst position plays a vital role in advancing the work of the Office of Rural Health and Primary Care (ORHPC) by providing expert leadership in fiscal and contract management. Reporting to the ORHPC Deputy Director, this role leads the development, coordination, and oversight of program budgets and contracts that support critical statewide initiatives. The position partners in strategic decision-making and long-range systems planning through fiscal analysis, policy and procedure development, and legislative review. With responsibility for multiple complex budgets and contracts, this role is central to ensuring sound financial stewardship and operational excellence across ORHPC programs.
Primary responsibilities include:
Develop and manage ORHPC budgets, providing expertise to support planning, decision-making, and compliance.
Track revenue and spending, maintaining effective tracking materials and methods, and make necessary adjustments.
Serve as the primary resource person for ORHPC in the development and monitoring of contractual agreements.
Facilitate the ongoing collection of periodic information needed for programmatic reports as required by grant funding.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location . Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
Minimum Qualifications
Three (3) years of experience performing fiscal, budget, or contract management work. Experience must clearly demonstrate each of the following:
Experience developing, managing, and monitoring program or organizational budgets across multiple funding sources (e.g., grants, appropriations, contracts, or mixed funding).
Experience tracking and reconciling actual expenditures against projected budgets using spreadsheets or financial management systems.
Experience using spreadsheets (e.g., Excel) to create budget tracking, monitoring, or financial reporting tools.
Experience working with contracts, agreements, or grants that required compliance with established policies, procedures, or legal/financial requirements.
A degree in Accounting, Finance, Business Administration, Public Administration, or a related field may substitute as follows:
Master's degree may substitute for eighteen (18) months of experience.
Bachelor's degree may substitute for twelve (12) months of experience.
Associate's degree may substitute for six (6) months of experience.
Minimum qualifications to be assessed during the interview:
Demonstrated ability to analyze complex budget information, identify discrepancies or risks, and clearly explain recommended solutions to leadership.
Demonstrated ability to manage multiple competing fiscal and contract priorities, organize work across timelines, and ensure deadlines are met in a high-volume environment.
Demonstrated ability to interpret financial, contract, and grant requirements and apply them to real-world scenarios involving multiple partners (e.g., program staff, finance staff, legal staff, external partners).
Preferred Qualifications
Experience working with government financial systems (e.g., SWIFT or similar state accounting systems) and reconciling system reports with internal budget tracking tools.
Experience developing or improving financial or contract management procedures, workflows, or tracking systems to increase consistency and compliance.
Experience supporting grant-funded programs, including preparing budget materials for grant applications, monitoring grant spending requirements, and coordinating required financial or programmatic reports.
