Department Summary:
The Cyber Solutions Innovation Center is seeking a Cybersecurity and Privacy Strategy & Policy Department Manager. This department features leaders and staff who work with our sponsors to position sponsor programs for the future. The department leads MITRE's technical capability areas in Cybersecurity Strategy and Policy and in Privacy and Data Protection. Our team of cybersecurity professionals apply leading edge thinking to develop effective sponsor cybersecurity and privacy strategies and policies implemented through appropriate cybersecurity and privacy-enhancing technologies, tools, practices, and frameworks. Through collaborative work with our sponsors, we provide expertise to ensure information and cybersecurity programs meet organizational and business mission requirements, and we establish mechanisms that gauge operational security effectiveness. Through partnerships, we leverage MITRE's cyber expertise to raise cybersecurity maturity nationally and internationally by engaging with traditional and non-traditional partners and sponsors to address broad-reaching cyber security challenges, with a focus on risk frameworks, privacy, cyber supply chain risk management, strategic assessments, threat collaboration, and cyber workforce.
The ideal candidate for this position has a blend of strong technical and people leadership competencies and is highly motivated to work collaboratively to address our sponsor's biggest technical challenges and realize broad-based impact.
This role can be executed from either McLean, VA or Bedford, MA.
Roles & Responsibilities:
The Department Manager will be responsible for setting the technical direction of the Department's capabilities, growing a team of world-class talent, supporting development of new opportunities, and building collaborative relationships across MITRE, our sponsors, industry, and academia.
The unique elements of this DM role include:
Advancing the Department's capabilities through innovation, external partnering, and work program application in alignment with Division strategy. Broadening scope to integrate and leverage cyber threat intelligence, data protection approaches, strategies and governance for the combination of cybersecurity, privacy, and artificial intelligence to produce higher impact results.
Collaborating across the Division's capability areas, other Innovation Centers, and FFRDC program divisions to envision, create, and apply cross-cutting and impactful solutions.
Establishing and pursuing a strategic plan to shape work - in partnership with program divisions - towards increasing the value and impact of cyber strategy, policy, and privacy consistent with expanding technical capabilities.
Hiring, developing, retaining, and advancing world-class staff, developing or hiring staff to fill technical capability gap areas.
Serving as a mentor and fostering a culture of technical creativity and mission impact.
Developing the next generation of leadership - thought leaders, project leaders, and people leaders.
Educating MITRE project leaders and sponsors on Department capabilities, expertise, and impact.
Ensuring that Department staff performance and compensation management activities are fair and transparent.
Responding to requests for information about the Department and its technical capabilities
Identifying and pursuing opportunities to improve the inclusion and diversity of the Department's work and staff.
Additional responsibilities include:
Partnering with MITRE programs to connect and leverage solutions and staff to increase mission impact. Partnering with and supporting Cyber Engagement Leads to identify appropriate needs and opportunities across MITRE's sponsor base.
Fostering an environment of innovation, technical leadership, collaboration, camaraderie, and quality across the department's wide geography.
Supporting, managing, and partnering with Group Leaders to mentor and grow members, ensure staff are aligned to high priority work that leverages their strengths, recognize staff for their accomplishments, work with under-performing staff, and lead pay and performance actions throughout the year.
Participating as a member of the Cyber Solutions Innovation Center Leadership Team, helping to steer the Division's expertise and innovation to support sponsor operational cybersecurity missions and to align new professional talent acquisition and growth to emerging needs.
Contributing to the direct work program with responsibilities and contributions commensurate with high performance senior technical staff.
Ensuring high technical quality of work products.
Directly managing department budgets.

Basic Qualifications:
Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or equivalent combination of related education and work experience.
Proven depth and recognized stature in one or more cybersecurity technical capability areas.
Must be U.S. citizen with a Secret clearance
Demonstrated ability to build successful collaborations across organizational units.
Demonstrated success in leading technical efforts.
Track record of success in hiring, guiding, and supporting senior technical staff.
Experience managing a high-performing team of at least 8 people.
History of successful project initiation (definition, scoping, aligning to need, costing, etc.) and project management (execution, staffing, schedule management, delivery, quality review, etc.).
This position requires a minimum of 4 days a week on-site.

$205,500 - $257,000 - $308,500 Annual
