Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (DATA MANAGEMENT) in the INFORMATION RESOURCES DEPARTMENT of the NAVAL WAR COLLEGE. Responsibilities You will be responsible for the design/selection, creation, modification, security, deployment, support, and management of enterprise level database systems and related applications. You will manage application and database project development to ensure applications meet command design and performance requirements including least privilege access control and data security per recommendations and DISA STIGs. You will serve as a technical lead for database-centric software development projects of moderate-to-high complexity performing hands-on software modification, creating and updating project plans and/or task checklists for assigned projects. You will manage databases and/or data management systems that allow for the storage, query, analysis, and utilization of data; conducts data integration, data modeling, analytics modeling, and data mining. You will administer/manage databases in procedural and non-procedural programming languages (such as SQL, Visual Basic, Java) and front-end applications to access the databases using web technology. You will prepare and maintain program configuration management documentation, end user manuals, and standard operating procedures for database applications used at the NWC. You will Monitors, evaluates, and maintains systems and procedures to safeguard internal information systems and data. You will assist in the development of and conducts periodic system security tests and perform analyses on test results and prepare reports on this information for management. You will plan, implement, and manage applications that meet current and future requirements to anticipate, assess, and minimize system vulnerabilities and ensure the confidentiality, integrity, and availability of data/information systems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Experience and knowledge of establishing data security controls; database management systems and performance, query language, table relationships, and views. Experience and knowledge monitoring, managing and enhancing the Command enterprise level applications and related databases that respond to the day-to-day and strategic requirements of the NWC. Experience with computer networking concepts and protocols, and application and database security methodologies and networking standards, IT security concepts, standards, and methods to integrate security solutions into the design, development, configuration, integration and management of applications and related databases components comprising NWC IT. Experience and knowledge of programming languages (such as SQL, Visual Basic, Java) and front-end applications to access the databases using web technology. Experience in program development: detailed specification of database program coding; specification of program flow and logic; developing database test plans; testing and validation databases; preparing software documentation. etc. Experience and knowledge of database and web development employing a wide range of knowledge of various computer techniques including database conversions and linking web and database applications. Experience with strong oral and written communication skills, with the ability to prepare technical reports, present findings, provide training on new or changed procedures to present to management. In addition to my experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading complex IT database projects; 2) Planning, building, installing, testing, configuring, maintaining, upgrading, and troubleshooting database systems in accordance with cybersecurity principles, controls, and federal security standards; 3) Managing data security, configuring user access, and maintaining stability of the database system; 4) Performing data integration, data modeling, analytics modeling, and/or data mining; and 5) Coordinating across departments and commands for enterprise solutions.
