Summary The Management and Program Analyst position is located at Audie L. Murphy VAMC in San Antonio, Texas within Engineering Service. Incumbent provides a broad range of activities surrounding support to Engineering Services by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations, as well as to assess the productivity, effectiveness and efficiency of engineering specific program activities and operations. Responsibilities Incumbent has an in-depth knowledge of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution, and improving organizational effectiveness and efficiency. Primary point of contact within the Engineering Service on Vista menu packages and vista keys. Works with the Information Security Officers (ISO) and Office of Information Technology (OIT) staff in developing/revision menus and developing templates. Ensures timely, appropriate, adequate data is utilized, assessed, and evaluated based on thorough understanding of objectives and functions of clinical and administrative applications and their relationship to medical center operations. Works closely with other hospital staff (ADPAC's, service chiefs, physicians, nurses, administrative personnel, etc.) to implement integrated packages, resolve conflict, and ensure continuous operational flow of the service. Monitors and assigns assignments for all staff to ensure compliance and appropriateness, and resolves conflicts. Recommends training as needed, as determined by mission, performance measures, or as requested by senior leadership. Is the primary liaison between Engineering and Education Service. Assists with the accumulating, preparing, and interpreting data for various reports. Edit or create space allocation information into the Engineering VistA Space File, using established nomenclature or creating new entries for space and/or barcodes as needed for all STXVHCS. Administrative responsibilities include monitoring of service specific Performance Measures, assisting in identifying engineering personnel needs, and providing data for Service Strategic Business Planning for Section Chiefs. Performs system tests and validation processes to ensure that the data sources are accurate and reliable and prepares recommendations for changes if necessary. Function as the Service Systems Redesign and Performance Measurement Manager. Serves to provide analysis of resource management authorized FTE, premium pay i.e. overtime, budget i.e. fund control points, to ensure that resources are utilized efficiently and effectively within authorized ceilings, guidelines, and performance metrics. The incumbent monitors resource needs throughout the fiscal year and notifies leadership of projected needs and/or shortcomings. Must identify workload trends and perform statistical analyses to determine resource needs and projections to accurately compile analyze and prepare management reports such as the Labor Mapping for resource justification, needs assessments, utilization management, fiscal, and data validation purposes. Assists service leadership in such duties as updating policy and procedure manuals, collecting statistical data, maintenance of workload records, assisting Engineering Sections with their reporting needs (i.e. Biomedical EBERS report), and other related duties.
