The posting is intended to fill one (1) position at one (1) of the following work locations: Grand Rapids, Bemidji, or Willow River, Minnesota.
This position exists to administer the Division of Forestry Utilization and Marketing program on a statewide level.
Program Coordination: Develop and implement program goals, establish work and spending plans, recommend program policies and monitor work quality and progress of forestry staff. Develop reports in one or more forestry programs and/or subprograms and/or activity areas. Provide strategic and operational input for planning and implementation of a comprehensive survey system. Coordinate program activities with other agencies and businesses.
Training/Continuing Education: Develop and deliver educational and informational programs/materials. Train natural resource staff in the administration and implementation of forestry programs. Educate the public in natural resources and inventory methods.
Administration: Participate in statewide program planning. Draft legislative proposals and special reports. Testify or brief managers to testify.
Minimum Qualifications
Bachelor of Science Degree in Forest Science/Management (or a closely related field of academic study) from a university program accredited by the Society of American Foresters, or comparable accrediting institution, or current Society of American Foresters Certified Forester status.
Two years advanced level professional experience equivalent to the NR Forestry Specialist SENIOR class; plan lead staff, assign work, monitor accomplishments, administer budget, administer and implement programs, consult, interact with other resource disciplines and train and educate; OR three years intermediate level professional experience equivalent to the NR Forestry Specialist, Intermediate class.
Knowledge of economics, wood use, marketing, business management and entrepreneurial process.
Knowledge of wood products economic development, wood energy, marketing of wood products, wood industry processing and connection of forest management need with market opportunity.
Ability to understand wood products from the structure of wood to knowledge of wood processing technology.
Ability to administer program sufficient to properly manage staff, budget and equipment resources; and to direct activities.
Ability to train and teach sufficient to convey information in classrooms, field demonstrations, seminars, and workshops to DNR staff as well as partnering resource managers.
Human relations skills sufficient to direct foresters and lead personnel working in programs, build and lead successful teams, and negotiate successful resolution to complex issues.
Communication skills sufficient to communicate complex concepts and principals to other resource professions and the public and make effective presentations to a wide variety of audiences by identifying their level of understanding and evoking a positive response.
Leadership skills sufficient to build and manage teams, motivate people and obtain program commitment from division personnel and other forest managers.
Ability to manage a large scale, statewide program with a large budget.
Preferred Qualifications
Master of Science degree in Forest Products Utilization and Marketing or related field
Technical background in forest products, industrial technology and business management
Experience providing or guiding cooperative work planning, cooperative projects and information exchange and advice.
Knowledge of Department and Division policy, procedure and operating guidelines; State of Minnesota statutes pertaining to natural resources management.
Successful completion of a Leadership Development Program.
Project management experience.
Lead work experience.
Broad range of experience with all programs administered by the Division of Forestry statewide with an emphasis on the major field operations programs: 1) Cooperative Forest Management; 2) Resource Protection with an emphasis on fire suppression and management; 3) Forest Resource Information and Analysis with an emphasis on FIM; and 4) State Land Management.
Additional Requirements
This position requires an unrestricted Class D Driver's license with a clear driving record; per DNR Fleet Policy, only those 18 years of age or older with a valid driver's license may operate equipment and vehicles on behalf of the Agency.
