Responsibilities Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature. Receives and analyzes operational reports for errors and determines areas where corrective action is needed. Develops and proposes methods to decrease vulnerability of the Civilian Pay Program. Performs quality control examinations of operations, policies, procedures and internal controls to prevent and detect deficiencies in the operation of functional systems. Leads and/or conducts a variety of management studies related to a broad spectrum of civilian pay issues that may interface with other functional areas to include human resources, accounting, and disbursing. Reviews and interprets laws, policies, regulations, directives, etc., pertinent to financial management to establish their impact on civilian pay operations. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for GS-11 applicants or GS-11 for GS-12 applicants) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-11 level is defined as: performing financial management data analysis to identify issues that need corrective action deficiencies; or advising management on financial policies, regulations, and standards in support of the financial mission of a large-scale financial organization. Specialized Experience at the GS-12 level is defined as: analyzing data to identify trends and developments in Civilian Pay program in order to enhance operations; or reviewing the execution of automated system processes to ensure compliance with established pay laws, regulations, and procedures; or providing customer support for an automated civilian payroll system. Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. Time-in-Grade for GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. GS 12: Education is not substitutable for specialized experience at this grade level. Additional Information Moving expenses will be paid.
