About Our Organization

DASA DE&C manages the Army's Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance. We lead the U.S. Army Security Assistance Enterprise (ASAE), providing leadership, resource management and policy oversight. We build the capabilities of allies and partners, strengthen relationships with our foreign partners, and strengthen the U.S. industrial base.

Position Overview

As an Associate Security Cooperation Specialist, you will serve as an Army staff officer supporting the implementation of security cooperation (SC) and security assistance (SA) objectives. This professional role requires exceptional attention to detail in a fast-paced, senior executive environment. Guided by senior team members, you will be responsible for executing the full spectrum of program management tasks for an assigned country portfolio, ensuring all documentation is prepared to the highest standard for senior-level review and decision-making.

Core Duties and Responsibilities

Portfolio Management and Oversight: As the responsible Army staff officer, oversee, manage, and execute all facets of security cooperation (SC) and security assistance (SA) objectives for an assigned country portfolio, including Foreign Military Sales (FMS), foreign disclosure, technology transfer, and defense exports.

FMS Case Review and Analysis: Review all FMS cases within the country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability. Assess foreign partner military requirements against U.S. security cooperation policy objectives to provide guidance.

Interagency and Stakeholder Coordination: Coordinate with Army Staff elements, the Defense Security Cooperation Agency (DSCA), the Defense Technology Security Administration (DTSA), the Joint Staff, Combatant Commands, OSD Policy, and the Department of State on all aspects of the FMS program. Work closely with FMS implementing agencies, Program Acquisition Executives (PAEs) within Army Acquisition, Life Cycle Management Commands, and Army Contracting Command.

Staff Action and Reporting: Prepare and staff all FMS-related waivers, transfers, notifications, and other staff actions at the Army level. Prepare weekly status reports and be prepared to provide detailed updates to leadership on the status of all major actions within your portfolio.

Organizational Representation: Represent DASA DE&C at high-level U.S. and foreign partner engagements and meetings as required.

Required Experience:

Essential Requirements

Security Clearance: Must possess a current Secret security clearance.

Education: Bachelor's degree in International Affairs, National Security Policy, or a related field is required.

Experience:

A minimum of four (4) to six (6) years of professional experience in international affairs, national security policy, or security assistance.

The Bachelor's degree requirement may be waived for individuals with at least ten (10) years of applied security assistance experience as a uniformed service member or US government employee.

Skills:

Knowledgeable of the Foreign Military Sales (FMS) process, security assistance laws, export controls, and technology transfer policies.

Ability to conduct intensive research that results in high-quality technical writing.

Exceptional organizational skills and an obsessive attention to detail, with the ability to produce error-free work under pressure.

Preferred Certifications

Defense Security Cooperation University (DSCU) introductory courses.

Work Environment

Location: This position is located in Arlington, VA.

Schedule: This is a full-time, on-site position supporting daily operational rhythms. Remote work is not authorized.
