This position is located in St. Paul and may have the ability to telework. Must be available for reasonable travel, including some overnight stays and weekend events.
This position will lead the Waste Pesticide Collection Program. This position will conduct training, inspections and issue permits for the Bulk Fertilizer and Pesticide Bulk Storage program and assist with the anhydrous ammonia (NH3) storage, handling, use, inspection program to ensure compliance with applicable laws. This position exists to:
Provide knowledge and oversight for the Waste Pesticide Collection Program and Empty Pesticide Container Recycling program activities; to coordinate MDA sponsored collections; ensure accuracy of program databases and contractor and county cooperator invoice reviews, county billing and reimbursement functions; develop and perform education & training, including reduction initiatives; participate in select collections; assure safety standards; and to represent the Unit in other functions as assigned by the Supervisor.
Conduct inspections, perform investigations and take necessary actions to ensure compliance under the permitting program, the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), Minnesota's Pesticide Control and Fertilizer, Soil Amendment and Plant Amendment Laws, M.S. 18B, 18C, 18D, and 18E and rules promulgated under both federal and state law. Conduct Anhydrous Ammonia inspections to determine compliance with MN Stat 18C, and 18D and associated rules.
Review bulk fertilizer/pesticide permit applications for permitting purposes and bulk and non-bulk facility inspections and investigations for compliance with Minnesota Pesticide and Fertilizer Control Laws, M.S. 18B, 18C, 18D, 18E and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), and rules promulgated under both federal and state law, to collaborate in facility compliance and enforcement actions, to provide regulatory and technical support to St. Paul program and field staff.
Minimum Qualifications

Three (3) years of professional work experience in the agricultural chemical industry including enforcement or compliance of pesticides and fertilizers, research of pesticides and fertilizers or cleanup of chemical incidents. NOTE: A bachelor's degree in Agriculture, Biology, Botany, Environmental Science, Entomology, Horticulture, Soil Science or a related field may substitute one (1) year of professional experience.
Knowledge of federal and state solid and hazardous waste rules and pesticide rules, DOT rules, chemical constituents of pesticides and safe chemical handling procedures.
Knowledge of the use, storage, handling or distribution and disposal of pesticides and fertilizers.
Strong public relations skills and the ability to establish good rapport with clientele.
Skills in Microsoft Office, web applications, database management, GPS and environmental meters.

Must possess and maintain a valid driver's license with an acceptable motor vehicle record subject to review.
Preferred Qualifications
Experience in science education, agriculture, horticulture, hazardous material or similar disciple as a teacher, applicator, consultant, supervisor or manager.
Experience working at an agricultural chemical facility, horticulture, household hazardous waste facility or similar disciple as an employee, applicator, supervisor, or manager.
Experience conducting bulk facility pesticide and fertilizer inspections and responding to complaints and incidents.
Knowledge of investigation protocols, evidence collection, sampling procedures and enforcement procedures.
Experience applying, storing,or handling anhydrous ammonia in an agricultural setting.
Experience interpretating construction plans and critically thinking to determine compliance with industry standards, rules and statutes.
Experience issuing MDA permits or working in CIS / LIS MDA data systems.
Physical Requirements
The incumbent needs physical dexterity that permits standing, kneeling, bending and stretching, and climbing up and down steps or ladders, lifting up to 30 pounds and traversing slippery/uneven surfaces. Incumbent must be able to walk long distances over uneven terrain and may be exposed to extremes of heat and cold in the performance of his/her duties. Incumbent must be able to work with difficult individuals and must remove him/herself from situations when necessary for protection. The incumbent must perform routine office tasks such as sitting and viewing a computer. The incumbent needs to travel overnight on an occasional basis and must drive a vehicle for an extended period.
