Summary This position is located in the Police Service at the James J. Peters VA Medical Center. The Incumbent will provide information to higher level supervisor on ability to provide services, problems with assignments, vehicles and/or personnel problems. Responsibilities Major duties and responsibilities include but are not limited to: Serves as working supervisor exercising full supervisory responsibility over the work operations involving 6 Motor Vehicle Operators WG-5703-7, 3 Motor Vehicle Operators WG-5703-6, 1 Automotive Mechanic WG-5823-10, 6 Laborers WG-3502-3 and 5 CWT workers. Incumbent is also responsible for the beautification and maintenance of the James J. Peters Medical Centers grounds and property covering approximately 32 acres. Incumbent assigns responsibilities to subordinates to maintain a daily schedule of garbage and refuse removal. Incumbent schedules and assigns responsibilities to subordinates for daily landscaping and debris removal depending on the particular weather and season. Incumbent is responsible for snow and ice removal during periods of inclement weather ensuring the daily operations of the James J. Peters VA Medical Center are minimally affected during winter storms. Incumbent ensures there are adequate numbers of subordinates available to report for duty on the WHEN hours during periods of inclement weather. Incumbent is responsible for training and advising Motor Vehicle Operators on proper usage and maintenance of the James J. Peters VA Medical Center Fleet of Motor Pool Vehicles ensuring they have knowledge of the patient shuttle routes and OPS systems that are utilized in the vehicles. Incumbent keeps abreast of new motor vehicle laws, regulations, and traffic patterns apprising his subordinates of the same. Incumbent is responsible for maintaining the motor pool fleet vehicles including but not limited to: tracking mileage, fuel usage, EZ Pass usage, and maintenance schedules ensuring the vehicles are clean and in prime condition. Planning. Plans and adjusts weekly and monthly and project work schedules and sequence of operations for maximum utilization of the workforce, resources and vehicles to accomplish assigned functions as efficiently and effectively as possible. Establishes work deadlines and priorities on the basis of general work schedules, as well as methods and policies established by higher levels of supervision. Determines the number and @type of workers and the work schedule required to complete commitments. Work Direction. Selects workers and assigns tasks to be performed. Investigates work related problems and determines causes, taking corrective action when needed. Recommends solutions for problems on work operations to support outside activities. Coordinates with other activities as necessary to clarify assignments. Administration. Develops performance standards, and conducts counseling sessions for performance, formal, and informal complaints. Initiates proposals for formal disciplinary action as needed through discussions with employees and union representatives. Determines training needs and arranges for accomplishment. Keeps job descriptions updated. Interviews candidates for vacancies and makes selections. Promotes the participation of employees in a variety of management programs, such as safety, cost reduction and incentive awards. Assures within assigned area that policies to achieve management objectives in such areas as labor-management relations and equal employment opportunity are carried out. Plans and establishes overall leave schedules in coordination with work load. Maintains production reports and records. Serves as management representative at meetings. Non-supervisory duties. Performs the duties of subordinate Motor Vehicle Operators, when not performing supervisory duties, or as work conditions permit. Performs other related duties as assigned. Physical Requirements/Working Conditions: The employee exerts moderate physical effort in operating, turning, backing, controlling and coupling vehicles which carry heavy loads and a large number of people. Considerable effort may be required to change tires and make limited emergency repairs. Operators frequently handle objects weighing up to 20 pounds and occasionally handling of objects weighing over 50 pounds. Working Conditions: Vehicles are operated in all @types of traffic and weather conditions on public roads and highways and there is exposure to the danger of serious accidents. The employee drives in heavy traffic and at highway speeds over complicated road and interchange system.
