This position exists to lead the Resource Management and Assistance Division activities of the Minnesota Pollution Control Agency in support of the strategic objectives of the agency. The position also helps provide overall agency direction and leadership through participation on the Commissioner's Senior Management Team, and serves as an Executive Champion on at least one key cross-agency management team. The position directs management and oversight, in conjunction with the Commissioner, Deputy, and Assistant Commissioners, of all the programs within the scope of the Resource Management and Assistance Division.
Minimum Qualifications
Five years of supervisory experience in an environmental program that demonstrates an understanding of the principals and practices of environmental protection sufficient to assess factors which impact the quality of the environment.
OR
Three years of managerial experience with oversight for the operations and/or implementation of environmental programs.
Experience should include:
A broad understanding of federal and state laws, rules and regulations relating to environmental protection and administrative activities.
Excellent oral and written communication, negotiation and presentation skills, and proven ability to simplify and communicate complex issues for varied audiences
Demonstrated ability to:
Apply scientific principles to the implementation or operation of environmental programs.
Manage human and fiscal resources.
Develop and implement public policy.
Direct and support change efforts for continuous improvement.
Possess a valid Driver's license (see additional requirements).

Preferred Qualifications
Managerial experience directly overseeing environmental programs.
Comprehensive working knowledge of federal and state environmental laws and an understanding of current environmental issues as it relates to public policy and the agency's mission (i.e. Above ground storage tanks, hazardous waste, solid waste, sustainable materials management, chemicals in products, environmental review, rulemaking, 401k certification, education/outreach, pollution prevention, business and community assistance, air pollution prevention, etc.)
Experience in developing and implementing public policy and rulemaking to ensure compliance with legal processes, deadlines, and transparency.
Demonstrated ability to apply scientific principles to the implementation or operation of environmental programs.
Experience with or knowledge of the legislative process and related activities.
Experience providing counsel or direction on environmental and operational matters regarding issues.
Ability to create a diverse and inclusive working environment with internal and external parties.
Ability to share a clear vision and to think, plan and lead strategically.
Understanding of Environmental Justice and ensuring the fair treatment and meaningful participation of all Minnesotans, including communities of color, low-income communities, and Tribal Nations into the agency's work.
Additional Requirements
A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory DLR check.
Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
