This position exists to provides leadership and technical expertise as well as creating and maintaining fiscal compliance systems for Child Safety and Permanency (CSP) administration grant contracts. This position analyzes information from a variety of sources on the status of fiscal compliance of CSP grantees and evaluate the impact of policy changes on financial integrity and compliance.
Responsibilities include:
Conduct reviews and analyses of administration grant applications, particularly pre-award risk assessments; evaluate grantee financial management performance and compliance.
Evaluate and improve systems and structures that support administration grant contracts through the lifecycle of grant programs for efficiency and consistency.
Consult with administration management, serving in an expert capacity to improve financial management, maximize resources to meet objectives. Champion equitable grantmaking practices by identifying and addressing systemic barriers that limit access to funding for historically underrepresented communities.
Serve as a member of the Child Safety and Permanency (CSP) Operations team and participate in official team functions.

Minimum Qualifications

Three (3) years of experience in grant/contract management within a Human and/or Social Services setting. Experience must include the following:
Fiscal monitoring, accounting and/or auditing experience sufficient to understand financial data and be able to identify risks, inconsistencies, and/or compliance issues.
Strong understanding of core grants and contracts management standards and practices that include drafting and monitoring.
Proficiency with Microsoft Office Suite programs such as Word, Excel, Power Point and Outlook.
Experience with state and federal grant reporting and compliance requirements including relevant state statutes, Office of Grants Management policies and federal Uniform Guidance (2 CFR 200)
Experience with interpreting complex state and federal rules, regulations, polices, and laws regarding grants.
Preferred Qualifications
Bachelors in accounting, finance, public administration, or business administration with a concentration in accounting, finance or compliance.
Experience with grants management as a State of Minnesota employee.
Effective communication skills, including the ability to explain complex fiscal requirements to grantees and internal partners.
Familiarity with electronic grants or contract integration system such as IntelliGrants IGX.
Variety of experiences working effectively with others from different backgrounds and culturesand applying equity-focused practices in grants administration.
