Work Location and Travel: This is a hybrid position that is assigned to the Denver or Grand Junction office, based on home address. The employee will be required to work from the office as needed and travel to provide technical guidance or course instruction, as needed.
Description of Job
Under the mission of DOLA, The Division of Property Taxation, and under the supervision of higher-level Property Tax Specialists, the position actively participates in the development of policy manuals, reappraisal programs, technical assistance/consulting, and producing appraisal curricula and training for county assessors and their staffs. Work is reviewed for technical accuracy and adequacy of professional judgment. Work is performed with some independence, but is subject to review by higher-level Property Tax Specialists for compliance with general instructions and policies, for adequacy, and soundness of conclusions. This position functions as one of the ad valorem valuation specialists in the Division.
This position exists to:
Research and Analysis
Researches legal and appraisal issues that generally have a broad impact throughout the state. This includes reviewing statutes, court decisions, and appraisal theory.
The position plans, organizes, and develops the research procedures under the guidance of higher-level Property Tax Specialists. Upon completion of the research, the position will summarize the facts and findings for presentation to higher-level Property Tax Specialists and possibly to other interested parties.
The emphasis for this position will be in areas relating to ad valorem valuation of various property @types and appraisal methodologies with emphasis on vacant land present worth, agricultural properties, education, court case management, course instruction, and time trending. The @context of this research will be in terms of established work processes and policies. These tasks will require some direction and assistance from higher-level Property Tax Specialists.
Training
Researches and recommends new and revised appraisal curricula, course outlines, materials, examples, and examinations for appraisal continuing education as well as other courses, workshops, seminars and schools for assessors and their staff.
Instructs appraisal continuing education classes and participates in instructing appraisal qualifying education.
Prepares written reports upon conclusion of courses to evaluate the content, materials, and instruction methods.
Assistance to Assessors and General Public
Provides appraisal assistance to county assessors, staff and the general public through telephone calls, e-mails, and in-person visits. This assistance is primarily in the area ad valorem real property valuation.
Position provides routine assistance with minimal supervision; however, non-routine issues require more direction and assistance from higher-level Property Tax Specialists.

MINIMUM QUALIFICATIONS
Experience Only:
Five (5) years total experience conducting real estate appraisals or as an employee of a county assessor's office.
OR
At least one (1) year conducting real estate appraisals or working in a county assessor's office AND teaching, training or formal presentation experience totaling five (5) years.
OR
Education and Experience: A combination of related education in accounting, finance, business management, public administration, real estate or a closely related field (as determined by the agency) AND experience as described above equal to five years.
Special Qualifications: Applicants must possess or be working toward a current and valid real estate appraisal license, issued by the Colorado Department of Regulatory Agencies, at the time of application to be considered.

No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).
No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
