Job Summary
Responsible for the daily direction and oversight of the Plant Access Authorization (AA) and Fitness for Duty (FFD) programs, and ensuring regulatory compliance with these programs. Recommend AA and FFD Program improvements and new program concepts to the Manager, Security Programs.
Job Description
What You'll Do:
Develop and implement written agreements with approved contractors and/or vendors, including psychological assessment / evaluation, Employee Assistance Provider(s), Quality Control Specimen Provider(s), Medical Review Officer(s) (MRO), Health and Human Services (HHS) certified laboratory and Background Investigative Service Providers (Criminal History and fingerprint services), to ensure Cook Plant Access Authorization and FFD program requirements are met.
Direct the day-to-day operation and supervision of AA Coordinators conducting the in-processing of employees and other personnel with contractors / companies requesting unescorted access for their employees.
Direct the day-to-day operation and supervision of FFD Collectors performing on site specimen collections, packaging, and transmittal to approved testing laboratory.
Direct and / or perform surveillance and audit functions of approved contractor access authorization control programs, control and storage of safeguards information, AEPSE/Cook Plant collection facility(s) and laboratories (on-site and HHS Certified) to assure continual procedure / regulatory compliance.
Develop, maintain and supervise revisions to Access Authorization and Fitness for Duty Programs, procedures, etc., and ensure personnel are aware of their employee control and notification responsibilities.
Direct and provide recommendations of suspension and / or revocation of Unescorted Access Authorization and prepare notifications of access denial or revocation of the affected individual.
Direct and / or perform reviews and adjudication of background screening data for the purpose of granting Unescorted Access Authorization, documenting actions recommending denial or revocation of Unescorted Access Authorization, and prepare notifications and documentation of Unescorted Access appeals.
Direct site implementation of the Personnel Access Data System (PADS), Security Screening Information System (SSIS), to ensure effective and efficient in processing of personnel for Unescorted Access Authorization
What We're Looking For:
Education:
Bachelor's degree in Police Science or Social Science.
Ten years' experience in business administration is acceptable in lieu of education.
Work Experience:
Seven years of nuclear security experience, including administrative requirements compliance experience in the nuclear industry, three of which are in a supervisory capacity.
Other Requirements:
Must be able to subsequently achieve FFD Collector (FF-JFG-COLL & FF-JFG-BAT1) and Reviewing Official (SE-JFG-REVO) qualifications.
Knowledge of changing requirements for FFD and Access Control programs.
Support and participate in the Emergency Plan Organization, and Corrective Action Program activities as assigned and in accordance with procedures and policies applicable for the assigned role.
Perform all duties, and work with other employees in a safe manner, in compliance with appropriate company safety policies and rules.
Assume responsibility for continuously upgrading knowledge and skill.
Perform duties that may involve work in hazardous areas and possible radiation exposure within the limits prescribed by the NRC.
Manage, implement, and adhere to all radiological control work practices and contamination control program requirements, including identification and correction of improper contamination control practices, and tracking and trending data to identify recurring problems in order to implement corrective action.
Administer the company's approved personnel policies and practices and effective wage and salary administration program, including performance management, career development and succession planning. Must establish and maintain a permanent residence within a 45-minute safe drive time to the D.C. Cook Nuclear Power Plant.
