GENERAL DESCRIPTIONThe Chief Information Officer performs complex managerial work providing direction and guidance in strategic operations and planning for the Information Technology Division. The Chief Information Officer (CIO) is also responsible for ensuring the use of modern IT software and technologies to stream line business operations. Work involves establishing the strategic plan, goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Works under general direction with considerable latitude for the use of initiative and independent judgment.ESSENTIAL JOB DUTIESPlanning IT Investments, Operations, and SupportEnsure technology spending delivers real business value, runs reliably day to day, and is properly supported over its lifecycle. In addition, IT initiatives must support Agency goals, growth and innovation. The CIO must be able to prioritize projects that enable competitive advantages and critical capabilities. IT operation systems must be reliable, secure and efficient on a daily basis. The CIO must be able to adopt and execute IT standards, policies, practices that address strategic planning, mission critical information, performance metrics, risk management, web rules data ownership, public information requests, and procurement practices.Manage IT Human Resources, Technological, and Financial ResourcesThe CIO is responsible for ensuring the information systems effectively support the Agency goals while remaining efficient, secure and sustainable. This includes, overseeing major IT projects from inception through implementation, identifying workforce skills needed based on business and technology strategies, managing budget and cost control, vendor and contract management, as well as transparency and governance of the IT projects.Vendor ManagementThe CIO oversees the Agencyand#8217;s information technology vendor and contractor relationships and ensures all information technology projects are implemented in compliance with applicable state laws and regulations. The CIO maintains positive and productive relationships with third-party vendors and contractors. Working in collaboration with executive leadership, this position helps establish project scope, requirements, and objectives for vendor-supported initiatives. The CIO is responsible for monitoring progress and ensuring the timely and successful implementation of information technology projects in alignment with Agency goals and strategic priorities.Stakeholder Communications SupportThe CIO supports the Secretary of State and the Deputy Secretary of State in preparing materials, correspondence, and updates for key stakeholders. The CIO develops briefing documents, summaries, and talking points to support leadership in stakeholder meetings and public engagements. The CIO maintains positive working relationships with the external partners, including the Department of Information Resources, to support accurate and responsive communication and the submission of all reporting requirements.Marginal Job DutiesPerforms additional duties as assigned. Qualifications: REQUIRED QUALIFICATIONSEducation:Graduation from an accredited four-year college or university with major coursework in information systems, computer science, data processing, business, or a related field.Experience:A minimum of ten years relevant experience in information systems, computer science or data processing. A minimum five years managerial skills including leadership, communications, and supervision of technical staff.ACCEPTABLE SUBSTITUTIONSEducation:One additional year of information systems related experience may substitute for 30 semester credit hours of the required education, with a maximum substitution of 120 semester hours.Experience:Graduation from an accredited college or university with a Masterand#8217;s degree (or equivalent) may substitute for one year of required experience.PREFERRED QUALIFICATIONSPrior IT Management experience within a state agency. Advanced degree from an accredited four-year college or university. Knowledge of oversight rules and mandates including but not limited to the Biennial Operating Plan, IT Strategic Plan, Security, Quality Assurance Team and the State Data Center.
