What You Will Do
The Utilities and Infrastructure Division is seeking a Project Portfolio Manager and Team Leader that will assist the Reinvestment and Modernization Group Leader in providing leadership and overall management of its project portfolio and project staff. The selected candidate will report to the Reinvestment and Modernization group leader and will have multiple responsibilities, including leading the UI FOD annual reinvestment portfolio, assigning project leaders to projects, mentoring/leading project leaders, interfacing with Operations leaders, MSS and other deployed staff, and ensuring projects are delivered within requirements, standards of quality and safety, and to performance expectations.
The selected candidate will oversee, authorize, and manage all operational and activities associated with project delivery including health, safety, and environmental management; security, quality assurance, and production and work control; product and/or manufacturing engineering; equipment engineering; maintenance management; waste management; inventory control, materials purchasing; document control/records management; training, human relations, and budgets. The selected candidate will also assist higher level managers with providing operational supervision and technical guidance to project managers and project specialists to ensure successful execution of the project portfolio.
What You Need
Minimum Job Requirements:
Technical Leadership: Ability to successfully lead a technically oriented project management team in the execution of small to medium-sized projects. Technical experience leading construction projects related to utilities and transportation including proactively managing changes in project scope, identifying project risks, and developing successful project execution plans.
Technical Excellence: Technical knowledge and demonstrated experience in project management or project engineering, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstration of successful collaboration and coalition building experience in developing and nurturing effective internal and external customer relationships.
Communication & Leadership: Excellence in interpersonal, oral and written communication skills that includes reporting on project status to management and project stakeholders. Experience in developing and nurturing effective customer relationships. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and facilitate employee self-development. Experience providing project leadership on issues that require cross-organizational solutions. Experience managing and supervising staff.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 3 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
LANL Operations: Working knowledge of LANL's utility systems and utility related projects; familiarity in scoping and implementing utility system projects.
Stakeholder relations: Experience working with federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction. Experience working on integrated project teams in construction.
Technical Education/Experience: Engineering experience in project initiation and conceptual design/requirements development.
Clearance: Active DOE Q clearance desired **.
Work Location:** The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
