Responsibilities At the GS-07/09/11 you will perform developmental duties as assigned. At the Full Performance Level (GS-12), you will perform the following: You will resolve problems inherent in the contracting and teaming processes and provide training to junior team members. You will coordinate contractor's requests for waivers or deviations from contract specifications. You will perform comprehensive acquisition planning, analysis, and negotiation for repair and/or spare parts acquisitions in support of managed equipment. You will develop the contractual strategy and acquisition plan utilizing various innovative contracting vehicles. You will evaluate requests for equitable adjustment and special financing provisions. You will negotiate changes in price(s), terms and conditions due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, changed site conditions(s), etc. Requirements Conditions of Employment Qualifications GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector utilizing knowledge of contract administration principles, policies, regulations, practices, or procedures. Examples of specialized experience may include the following: 1) Assisting in decision making on contracting matters; 2) Aiding in modifying contracts that contain inadequate specification; 3) Participating in meetings to discuss acquisition requirements. GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector utilizing knowledge of contract administration principles, policies, regulations, practices, or procedures. Examples of specialized experience may include the following: 1) Assisting in decision making on contracting matters consistent with the organization's goals; 2) Aiding in initiating and modifying contracts that contain inadequate specification; 3) Participating in meetings to discuss acquisition requirements; 4) Monitoring contractor performance for potential problems/delays. Education Basic Requirements: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. In addition to the above basic requirement, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-07: 1 full academic year of graduate education or law school or a bachelor's degree with superior academic achievement GS-09: 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D. GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree GS-12: There is no substitute of education for experience for this series at this grade level. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
