SUPERVISES: This position does have direct reports.
POSITION SUMMARY: Under minimal supervision, the Emergency Services Manager manages the Installation Emergency Management (EM) Program, including planning, coordination, and execution of emergency management activities across the installation and supported facilities. Employees in this job class are responsible for developing and maintaining EM plans in collaboration with state, local, and national authorities; overseeing Emergency Operations Center operations; providing EM-related training; and managing logistics support for domestic incident response and Chemical, Biological, Radiological, and Nuclear (CBRN) readiness. This job class requires knowledge of emergency management principles, disaster preparedness, and CBRN response, and the ability to develop training programs, coordinate multi-agency response efforts, and ensure compliance with established EM standards and mission requirements.
TYPICAL DUTIES:
*Serves as senior Emergency Management (EM) representative and consultant to the Installation Commander.
*Acts as primary focal point for Installation Threat Working Group and Installation Readiness Board.
*Provides EM consultation on emergency response concepts and procedures for enemy attacks, natural disasters, accidents, and other contingencies.
*Represents the commander with other agencies, DoD, and civil authorities following natural disasters.
*Prepares and delivers EM briefings to higher-level management and installation commanders.
*Identifies problems, resolves conflicts, and facilitates discussions in meetings or working groups.
*Serves as senior EM Readiness Program Manager.
*Develops operational plans and procedures for implementing installation policies related to Full Spectrum Threat Response (FSTR).
*Collaborates with base and functional commanders to establish objectives and align requirements across interdependent functional areas, providing timely guidance for all units.
*Directs changes in capability requirements and defines scope and impact on relationships and commitments.
*Conducts quality staff visits to ensure disaster response posture supports mission accomplishment.
*Oversees implementation of annexes and unit submissions into a comprehensive plan by reconciling differences in approaches and identifying capability shortfalls and limitations for MAJCOM.
Stays abreast of trends, best practices, and technologies for continuous improvement.
Performs other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:
Five or more years of experience in EM and Readiness, Operations Management, or related fields, with three or more years of supervisory experience.
Supervisory skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;
Ability to effectively supervise and develop assigned teams to meet production/service goals while adhering to safety policies and rules;
Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by senior management, customers, and/or employees;
Demonstrated leadership, organizational, reasoning, problem solving and analytical skills;
Exceptional customer service skills;
Human relation skills to build effective relationships with team, customers and public;
Advanced computer literacy including knowledge of word processing, spreadsheet, database, presentation, and meeting software;
Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;
Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;
Ability to establish priorities and solve a wide range of business, operational and strategic management problems;
Flexibility to respond to changing work priorities and handle numerous projects at the same time.
EDUCATION REQUIREMENTS:
High School Diploma or GED; Bachelor's in Emergency Management or related field; A comparable combination of formal education and work experience will be considered.

PHYSICAL REQUIREMENTS: Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:
Accessing and interacting with digital content, including computer screens or monitors, using visual displays, screen readers, magnification tools, or other assistive technologies.
Inputting and navigating information through keyboards, adaptive devices, voice recognition software, or other accessible input methods.
Communicating with others via phone or alternative methods such as text relay services, video calls with captioning or American Sign Language (ASL), or speech-to-text messaging tools.
Moving about the work environment, which may include standing or walking for portions of the day.
Working in varied environmental conditions such as wind, rain, cold, or heat, with protective gear, as needed.
Performing occasional bending or stooping, with assistive tools or modified tasks available.
Handling or assisting with lifting items or equipment up to 50 pounds, with mechanical aid or team assistance provided when necessary.
WORK ENVIRONMENT: Work is performed primarily in an office environment with limited privacy and exposure to noise from others conducting business. The remainder of work is performed on job sites in the field, driving to and from worksite. Employees may be exposed to hazardous equipment, toxic substances, noise from equipment, and depending on external weather conditions, wind, rain, cold, and heat. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
