Reports directly to the Chief Financial Officer. Work involves overseeing the establishment and reporting of program goals and objectives relating to the juvenile probation department grants awarded through funding formula and competitive selection. Oversees and manages all county grant activity and fiscal department personnel. Participates in local and agency projects. Interacts with chief probation officers, juvenile judges, district attorneys, community leaders, and other government officials and agencies and with leadership across the continuum of youth services for TJJD. Plans, assigns, and supervises the work of others.Works under limited supervision, with considerable latitude for the use of initiative andindependent judgment. May be required to work in excess of 40 hours per workweek, required to travel, and be on call.ESSENTIAL DUTIESManages county grant and fiscal processes and systems; actively seeks out process improvement opportunities; develops and implements techniques for evaluating programs, operations, and outcomes; identifies areas, programs, or processes that may need to be revised; takes action to implement and monitor outcomes of those revisions; and takes necessary action to maintain quality and ensure compliance with laws, rules, regulations, policies, and standard operating procedures.Works effectively with agency leaders to enhance the utilization of county grants in order to provide a continuum of youth services available in local communities and trains grant analysts to provide technical and operational guidance to probation departments and agency staff county grants and fiscal issues.Collaborates with agency staff and leaders to identify and drive implementation of best practices and programs; shares relevant information; identifies concerns and trends; recommends improvements to resolve problems or enhance operations; and reviews program analyses and research studies and reviews recommendations for improvement.Oversees the evaluation and analysis of grant program goals and objectives; develops and approves payment and reporting schedules; manages evaluation activities; identifies areas requiring process improvement, makes recommendations, and monitors outcomes for those improvements.Oversees the preparation of management and operational reports, including data requests, special projects and non-routine reports; provides relevant information to executive management regarding county grants and fiscal matters; and develops responses to internal and external requests for information related to county grants and fiscal matters.Assists local probation department chiefs and auditors with developing and evaluating budget requests, reviewing fiscal data, and monitors budget expenditures and reporting.Plans, assigns, and oversees the selection, training, and evaluation of staff; promotes ethical leadership, excellent performance, confidentiality, a positive working environment, and professional development; and embodies the core pillars of Teamliness, Integrity, Excellence, and Growth for successful operation of the county grants and fiscal department.Represents TJJD and Probation Services Division at meetings, hearings, conferences, seminars, committees, panels, on boards, and at trials and legislative sessions; develops working partnerships with judges, community leaders, government officials, other agencies, and community groups to promote public safety and improve the lives of youths and their families; and acts as a liaison to other TJJD departments regarding county grants and fiscal matters.Performs a variety of related duties not listed, to be determined and assigned as needed.Performs all duties in compliance with agency safety policies and procedures:Reports safety hazards and corrects hazards when possible.

Qualifications: MINIMUM QUALIFICATIONSMasterand#8217;s degree.
