This position is temporary and includes full state fringe benefits; it is anticipated to last one (1) year.
The Strategic Portfolio Governance & Intelligence (SPGI) Process Analyst supports enterprise IT portfolio governance by leading portfolio reviews, tracking action items, and providing clear insights to leadership. This role drives the adoption of project management and modernization best practices, collaborates with agency PMOs, and develops training and guidance to support consistent practices. The SPGI Process Analyst also provides project management support for initiatives, including planning, requirements gathering, and tool configuration. This position requires strong collaboration skills, attention to detail, and the ability to translate complex information into actionable recommendations for a variety of stakeholders.
This position requires an employee to be onsite at¿600 North Robert Street, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

This position requires a minimum of four (4) years of experience in performing IT project management functions.
Experience must include:
Experience managing structured IT projects using traditional, agile, and hybrid methodologies.
Experience facilitating leadership-level reviews or governance processes and communicating findings clearly to senior stakeholders.
Experience supporting organizational change efforts and maintaining accurate project/portfolio data using enterprise tools and reporting/analytics.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Ability to manage multiple priorities independently, adapting to changing needs, and contribute flexibly in dynamic or matrixed team settings.
Experience working in agile environments and applying analytical, KPI/OKR-driven problem-solving approaches.
Experience with modern digital tools, such as AI-assisted productivity tools, CMS platforms, Power BI report development, wireframing/prototyping solutions, or online collaboration platforms.
Experience developing user guides, process documentation, training materials, or instructional content that supports learning an adoption.
AI, web development, or emerging technology certificates (e.g., Microsoft Power Platform, AI-900, IBM Applied AI, Google Cloud ML, HTML/CSS/JavaScript.
Project, Agile or Process Management certification (e.g., PMP, CSM, PMI-ACP, Lean Six Sigma Green Belt+, CPDE).
Business Analysis or Technical Communications certifications (e.g., CBAP, CCBA, CPTC).
