INTECON, LLC is seeking a highly motivated Acquisition Specialist III to support the U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ). This role provides full lifecycle ("cradle-to-grave") federal contracting support and plays a critical role in acquisition planning, solicitation development, proposal evaluation, award actions, and post-award contract administration. The selected specialist will support ICE's mission by ensuring procurement actions are accurate, compliant, timely, and aligned with federal acquisition regulations.
Roles and Responsibilities:
Using Microsoft Office Suite applications (Word, Excel, PowerPoint, Outlook, SharePoint) to create, manage, and maintain acquisition documents and communications.
Practicing proper operational security (OPSEC) and reporting any concerns related to sensitive information.
Interpreting and applying procurement regulations, including the Federal Acquisition Regulation (FAR) and agency-specific acquisition rules.
Using government contract-writing software such as PRISM to prepare acquisition documents.
Using government databases such as FPDS and SAM.gov to research vendors, validate data, and prepare procurement actions.
Supporting contracting actions involving FAR Parts 8, 12, 13, 15, and 16, including Federal Supply Schedules, Blanket Purchase Agreements, Indefinite Delivery Vehicles, and multi-agency contracts.
Preparing, briefing, routing, and obtaining Government approvals for acquisition documents such as acquisition plans, solicitations, awards, justifications, and synopses.
Reviewing spreadsheets and documents to ensure accuracy, completeness, and compliance.
Analyzing proposed cost elements to help develop cost and profit pre-negotiation positions.
Preparing documentation required for competitive range determinations, price negotiations, protests, and source selection activities.
Handling procurement-sensitive, law-enforcement-sensitive, or other protected information in accordance with federal requirements.
Administering or assisting in the award of service contracts, including contracts for IT hardware, software, and law-enforcement-sensitive requirements.
Qualifications:
Education: A bachelor's degree from an accredited U.S. college or university, completing a full 4-year course of study. Acceptable fields of study include (but are not limited to): Business, Finance, Accounting, Contracting, Economics, Public Administration, Management, or related field.
Experience in lieu of a degree: Seven (7) years of experience in the federal Government contracting environment, and at least 24 college credit hours in business-related coursework (e.g., accounting, business, finance, law, contracts, purchasing, economics, management, marketing, quantitative methods).
Required Skills & Experience:
Minimum five (5) years of contracting experience supporting a Federal Government agency.
Experience providing cradle-to-grave Contract Specialist support, including pre-award, award, and post-award functions.
Strong proficiency with Microsoft Suite (Word, Excel, PowerPoint, Outlook, SharePoint).
Ability to maintain OPSEC standards and handle procurement-sensitive or law-enforcement-sensitive information.
Ability to interpret and apply the Federal Acquisition Regulation (FAR) and agency-specific procurement policies.
Experience using contract-writing systems such as PRISM.
Experience using federal acquisition systems and databases such as FPDS and SAM.gov.
Hands-on experience with contracting methods under FAR Parts 8, 12, 13, 15, and 16.
Experience with federal-wide and DHS enterprise contract vehicles (e.g., GSA MAS, OASIS+, strategic sourcing solutions).
Experience preparing acquisition documents such as acquisition plans, solicitations, awards, JOFOCs, synopses, modifications, and related files.
Experience composing documentation for competitive range, negotiation positions, protest responses, and source selections.
Experience analyzing proposed costs and developing pre-negotiation positions.
Ability to review spreadsheets and documents for accuracy, completeness, and adherence to acquisition requirements.
Excellent written and verbal communication skills, along with strong analytical and organizational abilities.
Experience administering or awarding contracts involving IT hardware/software or law-enforcement-sensitive requirements (preferred).
