Job Summary
Oversee the activities of both contractor and internal resources, to ensure the safe and efficient construction of inside plant activities. Responsible to deliver safe, on-time, on budget construction of facilities in support of P&C and Electric Delivery portfolios. Ability to manage both multiple and more complex projects within the P&C Capital portfolio. Includes contractor oversight, quality control, evaluation, outage planning, commissioning and start-up, and major failure restoration coordination, planning and management. Provide leadership to and development of developmental Inside Plant Construction team members. Provide accurate and timely feedback regarding performance, schedule and cost adherence, and reliable operations.
Job Responsibilities
Daily quality control and oversight, project logistics management, and process/procedural adherence of both complex and multiple project construction activities.
Scope development, bid management, procurement, invoice processing, contract administration.
Support Project Management Teams during Pre-Construction planning including; constructability review, project sequencing, permitting, design, budgets, execution strategy development.
Contract management of multiple complex construction projects: field change directive, change order management, invoice review and approval, billing process management, project forecast development.
Provide leadership support and guidance to employees within the construction team. Provide onsite safety oversight and leadership to drive a sustainable safety culture. Provide feedback through onsite job safety observations.
Technical document management, review of all field test reports, all 3rd party submittals of both contractor and subcontractor test reports e.g. conduit proofing, mandrel, concrete, soil, pile, electrical testing, etc. Construction design documentation review, technical OEM document review, and construction execution document review and submittal, construction contractor field RFI management.
Outage coordination, start-up and commissioning coordination, and operations coordination for final electrical cut overs to support placing new equipment in service. Clearance tag holder with the ability to identify complex clearances related to scope management between the multiple work groups and organizations.
Job Specific Qualifications
Bachelor's degree with 6 years of relevant work experience.
Experience in management of construction/testing contractors.
Demonstrated knowledge of collective bargaining agreement.
Proven leadership ability.
Demonstracted high level management skills in coaching and development of business skills.
Project management knowledge.
knowledge of environmental and regulatory compliance.
Demonstrated leadership in the area of safety oversight, ability to perform effective job site observations, and coach employee behaviors.
Possess clear and concise written and verbal communication skills.
Experience with GIS, MEGA, and/or SAP.
Strong computer skills and working knowledge of Microsoft Office (Word, Excel, Power Point, etc.).
Demonstrated effective problem-solving, decision making, planning and organizing skills, be adaptable and results oriented.
Demonstrated leadership skills, professionalism and customer/client focus.
Demonstrated people leadership skills.
Provide support to strategic/tactical initiatives and decisions that have an impact on operations.
Demonstrated ability to effectively interact with external groups and customers.
Clearly demonstrated team leadership abilities on critical projects or initiatives.
Leadership in their role and ability to stand-in for department management when required.
Support to supervision of a limited staff of MAST/BU engineering personnel.
Ability to work several weeks of consecutive long work days, i.e. 12 hour shifts.
Ability to work long work weeks to support construction activities. i.e. working several week of 7 day work weeks.
Ability to function as a construction field supervisor outdoors in a construction setting in the northeast climate. i.e. outdoor work in the winters and summers.
Ability to move to alternate sites, throughout the business day, across the entire PSE&G service territory efficiently.
Ability to provide off-duty coverage for emergent support across the entire PSE&G service territory.
Must possess a valid U.S. driver's license and maintain a satisfactory driving record.
