Position Overview:
SLAC National Accelerator Laboratory¿s (SLAC) Supply Chain Management (SCM) Department seeks a Senior Procurement Specialist Team Lead to support our construction procurement group and serve as the technical lead for the procurement of construction projects for SLAC. Members of this team conduct procurement activities for a wide variety of complex subcontracts, including light industrial and capital infrastructure construction projects in support of the laboratory¿s mission.
As the Construction Team Lead you will be responsible for overseeing and leading a range of procurement activities for the acquisition of construction services over the entire lifecycle of the contract process. This includes, defining the requirements, researching opportunities, negotiating with sources, writing subcontracts, awarding subcontracts and closeout. You will also perform daily oversight of procurement services and administration activities in the team and manage approximately eight (8) procurement staff members. This position reports to the Procurement Operations Manager.
Note: SLAC is a U.S. Department of Energy (DOE) laboratory operated by Stanford University and based in Menlo Park; CA.
Your specific responsibilities include:
Serve as the technical lead for the procurement construction services of a school or unit; direct and oversee the daily operational activities of the function; supervise, train and delegate staff while ensuring operational and financial goals are achieved.
Lead customer acquisition planning for complex contract requirements; drive balance between customer service requirements, the Department of Energy(DOE), and SLAC and stakeholder control and compliance requirements; advise management on procurement issues.
Develop and implement internal controls to drive compliance with DOE and procurement policies and procedures; perform quality control reviews on group actions over buyer limits.
Meet with internal business unit staff to determine future requirements; plan procurement strategies for complex requirements; educate internal customers on procurement policies and processes; ensure contracts and procurement processed meet government requirements and expectations; may brief government contracting staff on status of key contracts and topics of interest.
Assess supplier base; conduct analysis on customer requirements to develop optimal sourcing strategies and initiatives.
Implement contract management policies and procedures to ensure compliance with contract cost, schedule and business requirements; establish practices to identify any contract performance issues and drive timely resolution.
Monitor and improve performance of the procurement group; collect, analyze, and report operating benchmarks and other performance measures, driving for continuous improvement in all aspects of the process.
Drive continuous improvement throughout the procurement group by implementing industry best practices and automating manual processes to continually reduce operating costs.

To be successful in this position you will bring:
Bachelor's degree with six years contracts/procurement experience, five years of supervisory experience, or a combination of education and relevant experience.
Demonstrated leadership skills.
Strong customer relationship management skills.
Knowledge of a variety of theory, practices, methods, programs and plans including regulatory requirements relating to purchasing and business law.
Experience negotiating and administering contracts with unusual and/or complex terms and conditions.
Demonstrated experience in working with various methods of contract @types such as Firm Fixed Price, Cost Reimbursement, Time and Materials, Personal Services Agreements and Basic Ordering Agreements.Note that all SLAC Construction Subcontracts are awarded as a Firm Fixed Price.
Knowledge of market conditions, trade practices, sources and lead time.
Knowledge and experience with the Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR)), Capital 413.3b Projects, and other government agency regulations is a definite plus.
Demonstrated knowledge and experience with Microsoft Office Suite and PeopleSoft/Oracle/SAP.
Demonstrated ability to communicate well both orally and in writing.
Certifications and Licenses:
CPCM desired.

The expected pay range for this position is $156,722 - $180,213 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position.
