JOB SUMMARY
The purpose of this position is to act as an Operations Division General Manager, having overall authority and responsibility for GCT Operations and the service delivery function to support all lines and branches, directing Metro-North Railroad (MNR) inter-departmental coordination and operational interface with Operations Control Center (OCC), Maintenance of Equipment (MofE) Department, Maintenance of Way ( MofW ) Department & Tenant Railroads. Administer programs that ensure regulatory compliance and safety of customers and employees.
DUTIES AND RESPONSIBILITIES
Direct Line service delivery :
Develop and implement standards of excellence in support of Strategic Plan and performance goals particular to Safety; On-Time-Performance; Consist Compliance; Reliability; Car Servicing & Washing; Customer comfort; Employee Professionalism; and Communication.
Lead/support the service delivery function affecting all territories, including all activities and special events at Yankee Stadium.
Facilitate equipment cycles and crew string manipulation during service disruptions.
Represent Metro-North as the subject matter expert of Grand Central Terminal (GCT) Transportation operations on all interagency initiatives: including Long Island Railroad (LIRR)-Grand Central Madison and New York City Transit (NYCT).
Attend/support District Team meetings.
Attend/support Local Safety Committee meetings.
Lead/support quarterly Safety Focus Weeks within assigned territory.
Assist/review/approve all injury/incident reports of staff.
Audit/oversee all required documentation is posted in register rooms.
Audit/oversee all monthly goals and objectives of staff with a focus on Code of Federal Regulation (CFR) 217.9 - Program for Operational Test and Inspections compliance.
Monitor and review all on-time performance (OTP) reporting to ensure compliance.
Identify corrective action for trains that operate below 90% on a regular basis.
Monitor 5" prior to initial station edict, identifying corrective actions for poor performers.
Monitor track assignments and equipment availability to meet the 20 minutes passenger loading expectation.
Monitor daily car washing activity to assure compliance, implement corrective measures as needed.
Monitor/audit consist compliance within assigned territory yards for compliance, implement corrective measures as needed.
Ensure staff are performing all required train riding in support of customer service and crew professionalism .
Assign/oversee random drug and alcohol testing within assigned area.
Proactively oversee and participate in the Metro-North Railroad safety program through execution of Operating Division safety plan elements including safety observations, daily job briefings, and incident investigations.
Lead and direct the activities of Line/District staff, coordinating activities of inter-departmental management staff, in support of operational goals in a team environment. Monitor staff to ensure all required monthly goals and objectives are met.
Required to do all staff work scheduling .
Required to do all staff payroll weekly.
Monitor, assign, and approve all staff comp time per company policy.
Identify training needs of staff and assign/ schedule in accordingly.
Be available 24/7 to staff/company in support of the overall operation when not on scheduled leave.
Review and final approval of all customer/executive customer complaints.
Perform weekly delay coding reconciliation.
Direct & execute Federal Railroad Administration (FRA) Code of Federal Regulation (CFR) Part 217.9 Program for Operational Test and Inspections & MNR Safety programs & initiatives, ensuring inter-departmental participation and strict compliance with MNR Rules & FRA regulations.
Ensure staff accountability in meeting all program requirements of CFR 217.9 monthly goals and objectives, focusing on safety critical tests.
Ensure staff accountability in meeting all requirements of MNR Safety programs and initiatives through the Department safety Action plan (DSAP).
Direct programs to audit and ensure rules compliance by Roadway Workers and employees in Right of way (ROW) work areas.
Monitor/audit Capital Staff to ensure compliance with all monthly goals and objectives.
Ensure site audits/visits are being performed in support of operational compliance in regard to Roadway Worker and associated rules.
Administer disciplinary processes for employees, when required.
Review and/or draft investigation notices - working with Department of Hearings and Investigations (DHI).
Track and work with DHI in assessing discipline.
Review monthly DHI investigation report to assure for accuracy and timely closure of discipline cases.
Direct & interface MNR operations with requirements of Amtrak and tenant freight carrier service.
Attend tenant carrier service meetings.
Ensure staff is properly monitoring tenant carrier train crews/operations over your assigned territory.
Respond and report on all incidents involving tenant carriers .
Direct response efforts for major shutdown events, and incidents affecting normal train operations and customer impacts.
Respond and/or coordinate response to major rail accident /incidents both main line and yards.
Assure proper and timely completion of all FRA mandated forms/reports post incident.
Lead incident Commander on all main line and yard incidents.
Ability to communicate and work effectively with all outside fire and police agencies.
Ability to manage/manipulate all equipment and crew schedules at all times , especially during service disruptions.
Approve and or prepare white papers on all rail incident /accidents for senior management. Act and/or cover terminals working as either a District Superintendent and/or Trainmaster to cover the needs of service during planned and unplanned absences of staff. Be available 24/7 unless scheduled off for training, vacation, and/or any other personal matters that require time off.
Cover the responsibilities of the Deputy Chief Transportation Officer - Operations when asked and/or required.
Plan, direct & execute:
Programs & staffing plans to support for MNR Maintenance of Equipment Department Shops & Yard maintenance activities at assigned locations (within assigned territory).
Development of track outage and alternate service strategies and plans to support scheduled right-of-way maintenance and Capital construction work, balancing the requirements of mainline train service, customer service & yard operations with required infrastructure maintenance & improvements.
Attend weekly track usage meetings.
Attend Monthly track usage meetings.
Attend annual track usage look ahead meetings.
All meetings attended are to ensure for proper coordination and optimum use of track time is given that will best support both the overall operation and supply M of W with the proper windows to complete work.
Work with Customer Service in Bus plan development when track outages require bussing.
Line succession planning, mentoring staff for future positions of higher authority & responsibility in the organization. Rotate staff through all levels of meetings to ensure a full understanding of line operations.
Hold quarterly staff meetings for both informational and succession planning purposes.
Hold one on one meetings with members of staff.
Plan and schedule staff into training opportunities as they become available.
Continually monitor, review, and work with staff on all forms of reporting.
Control of operating expenses in conformity with established budgetary guidelines.
Monitor switching crew overtime.
Monitor all arbitrary overtime payments to train crews.
Audit overtime claims on a regular basis to ensure accuracy and to look for trends and/or corrective measures that can be put in place to avoid such claims.
Monitor and manipulate train crews during service disruptions to ensure optimal coverage of service without violating hours of service penalties.
Monitor/approve all supply orders for both office and train crews.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of Metro-North Railroad (or equivalent) Operating Rules, Territory, Physical Characteristics, and Federal Rules regarding the operation of trains and equipment and railroad Collective Bargaining Agreements.
Knowledge of line operations, equipment programs, Mechanical, Engineering functions.
Knowledge of Line, District and Metro-North Railroad (or equivalent) inter-departmental functions and responsibilities.
Strong leadership skills with the ability to organize and direct the activities of both subordinates and others.
Strong team building, planning, time management and organizational skills.
Must possess quantitative and analytical skills to effectively determine and resolve service delivery problems.
Strong verbal and written communication skills to effectively communicate with all levels in the organization and outside agencies.
Knowledge of Microsoft Office or demonstrated equivalent.
Must possess valid driver's license.
Preferred Knowledge/Skills/Abilities:
MNR Operating Rules Qualified.
Knowledge of Crew Management System (CMS), Terminal Management Incident System (TMIS), Incident Management System (IMS) and Asset Management System (AMS) (will be required to learn within six months of hire)
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's degree in Transportation, Business, Public Administration, or related field. Demonstrated equivalent education, experience and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree.
Minimum of ten (10) years of experience in a Transportation Operation capacity.
Minimum seven of (7) years of experience in managing a large and diverse workforce in an operations or service delivery function.

Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
