Step into a key financial role that keeps statewide operations moving. As an Accountant 1-3, you will manage, audit, and reconcile all travel activities for SNAP and DDS staff across Louisiana. You'll oversee and monitor expenditures for approximately 15 CBA cards, ensuring accuracy, integrity, and full compliance with PPM-49, state regulations, and federal cost principles. This is a fast-paced, high-impact position where your expertise directly supports essential programs and strengthens statewide financial accountability.
Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Travel Reimbursement Processing and Audit: Reviews, audits, and processes travel reimbursement requests for SNAP and DDS staff in accordance with Statewide Travel Policy (PPM49), LDH internal travel guidelines, and federal claiming requirements. Examines supporting documentation (receipts, mileage logs, conference agendas, etc.) to verify compliance, eligibility, and accuracy. Ensures that travel charges to SNAP and DDS are supported, properly coded, and allowable under federal cost principles. Contacts staff to resolve discrepancies and provides technical assistance on correcting errors.
CBA Card Management and Reconciliation: Maintains oversight of approximately 15 CBA (Corporate Business Account) travel cards assigned to SNAP/DDS support staff. Monitors charges, ensures timely reconciliation in LaGov, and validates that expenditures are supported and consistent with PPM49.
Reporting and Federal Claiming Support: Prepares monthly and quarterly travel expenditure summaries to support federal reporting requirements for SNAP (FNS) and DDS (SSA).
Training and Technical Assistance: Develops and delivers training for SNAP/DDS program staff on travel policies, PPM49 updates, and internal LDH requirements. Provides one-on-one guidance to staff who submit frequent travel requests.
Internal Controls and Compliance Monitoring: Implements internal controls to ensure segregation of duties in travel processing. Maintains audit trails of approvals, reconciliations, and exceptions.

Accountant 3 - $26.50 hr / $2,120.00 bi-weekly
