General Summary
The Adaptive Recreation Specialist performs responsible routine work coordinating, planning, implementing, and evaluating programs such as classes, camp, day/overnight trips, and/or special events for either individuals with disabilities or for seniors. Supervises the work of subordinate staff. Work is performed under the general supervision of the Adaptive Recreation Manager.

The preferred hiring range for this position is between $25.31 - $30.47 an hour ($52,625.44 to $63,369.45 Annually) . Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement, tuition reimbursement, and continuing education/training opportunities.

The City of Charlottesville manages its own retirement system which offers both a defined benefit and a defined contribution option. While the City does not participate in VRS, the City has a Portability Agreement with VRS and there are certain provisions that must be met. Essential Responsibilities and Duties
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Coordinates, plans, schedules, organizes, supervises, and evaluates a diverse selection of recreation programs for either individuals with disabilities or for seniors.
Instructs programs/classes as needed.
Supervises, schedules, trains, motivates, coaches, assigns/directs work, and evaluates the performance of subordinate staff; provides input or makes decisions on interviewing, hiring, and administration of disciplinary action, and in accordance with established personnel policy and procedures.
Assists in evaluating programs and in assigning staff and/or volunteers for specific programs.
Assists in the oversight of adaptive program camps, supports inclusion opportunities, and in-person and/or virtual programming for participants.
Provides support and suggestions for program operations, and effectively utilizes automated registration software.
Maintains accurate records of program participants and program data.
Provides transportation to participants for day trips, using City van or securing other @types of transportation.
Performs inventory checks, forecasts needed equipment and supplies, and orders supplies to maintain inventory, within authorized expense limits. Ensures inventory is kept at appropriate levels.
Conducts outreach to various organizations and people to inform them about programs offered by Parks and Recreation, to find new partners to co-host programs, new participants, and other resources that might be of assistance.
Develops and disseminates flyers and mailers to publicize and market various programs being offered.
Enforces all applicable policies and procedures, evaluates their effectiveness, identifies risk areas, and recommends changes.
Develops and maintains professional working relationships with community and corporate partners, and other agencies.
Responds to and communicates with participants, parents, and co-workers effectively, professionally, courteously, and thoroughly, including in the handling of complaints and concerns.
Accountable for time and attendance reports and accident reports for subordinate staff.
Completes, maintains, and submits various financial, administrative, and statistical reports.
May assist with budget monitoring, recommendation, and allocation.
May be required to work weekends, nights, holidays or to be called back to work in weather or non-weather emergencies or as needed to provide necessary services to the public.
Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.

Education, Experience and Skills
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
Bachelor's degree in adaptive recreation, recreation, special education, or related field, AND 1 year of experience in adaptive recreation, special education, disability awareness/services, or related areas with a focus on accessibility, inclusion, or support for individuals with disabilities.
OR
Associate degree (or some college level coursework) in adaptive recreation, recreation, special education, or related field, AND 3 years of experience in adaptive recreation, special education, disability awareness/services, or related areas with a focus on accessibility, inclusion, or support for individuals with disabilities.
OR
High School diploma or GED AND 5 years of experience in adaptive recreation, special education, disability awareness/services, or related areas with a focus on accessibility, inclusion, or support for individuals with disabilities.
OR
An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
Previous supervisory experience in recreation, education, or similar area.
Certifications/Licenses/Other Requirements:
Must obtain and maintain a valid Virginia driver's license and acceptable driving record according to city criteria.
Ability to drive 15-passenger minibus.
CPR/First Aid/AED certification or the ability to become certified within 3 months of hire.
Required to successfully pass a pre-employment background check and pre-employment drug screen.

Physical Demands:

Frequently requires moving around the facility and at outdoor recreation sites.

Work is performed inside a facility and/or outdoors where there may be exposure to extreme temperatures, outdoor weather conditions, uneven terrain, extreme brightness and darkness, vibration, moving mechanical parts and/or confined space(s), chemicals/hazardous waste, blood-borne pathogens, acidic or harsh substances, electrical hazards, fumes/airborne particles, and fuels.

RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.
Pension:
Choose from two options:
A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
