The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.
The Ground Systems Support (GSS) organization is looking for a Construction Manager. This individual will provide oversight and assistance in managing all aspects of construction projects for COMET and lead special projects and project teams as assigned by management to support strategic goals and objectives. Within the Ground Systems Support Directorate, the Construction Management Project Manager position will assume overall responsibility for the following:
Provide Construction Management oversight and assist in managing all aspects of construction projects
Provide Project Estimates, inputs to Schedules and Schedule Changes, and manage Project Risks
Provide Construction Management oversight as Contract Technical Manager for sub-contracted work and Craft Labor Projects
Demonstrate understanding of, and assist in, project estimating, scheduling, execution of change orders, and resource loading to capture all work performed on each project. Ability to read and interpret schematics and engineering drawings
Prepare and execute work orders in execution of construction projects
Perform duties as single Point-of-Contact (POC) for construction projects where work is performed by sub-contracted craft labor. Provide oversight for this work from inception until completion and closeout
Host / Facilitate Project meetings and walk-downs with various TOSC engineering and support groups
Create/assist with appropriate Statements of Work (SOW) for outsourced work and help resolve any technical issues as required
Exercise sound judgment and demonstrate excellent skills in working with other organizations, NASA and TOSC customers, Contracts, Sub-contracts and outside vendors
Perform other duties as assigned
Must have Bachelor of Science (BS) in Engineering or technical equivalent from an accredited institution.
Degree in Civil Engineering, Construction Management, or related field and one (1) year relevant experience; or five (5) years progressive experience in construction management with any combination of relevant experience and education.
Corrosion control experience highly desired
Experience interpreting engineering drawings; working knowledge of end-to-end processes of construction and fabrication including assembly and test; experience writing statements of work and basis of estimates; understanding of sub-contracts execution and legal/regulatory requirements.
Experience with raw materials and material processes such as grades of metals, chemical processes, and treatments (passivation, pickling, Alodine, etc.) is desired.
Must demonstrate excellent communication skills with NASA and other Contractors, and effectively represent COMET's needs on various projects with outside contractors as POC for GSS outsourced work.
Ability to work effectively and cooperatively in a team environment.
Must be able to coordinate work between multiple disciplines.
Ability to manage and prioritize multiple projects without missing deadlines or sacrificing accuracy and quality.
Must be self-motivated, demonstrate understanding of program and project priorities, and be able to work highly independently.
Must be able to travel to support position requirements.

Physical Requirements
Will be required to climb stairs to access equipment for assessing process improvements.
Will be required to wear hearing protection, eye protection and other associated personal protective equipment.
Position may involve extended periods of sitting or standing.
Physical requirements are sitting, walking, standing, use of stairs, and access to remote structures.
Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
Work Environment
Work Environment requires to work inside and outside throughout the work and shop areas.
Position may require daily individual to travel to different areas on site.
Walking on uneven terrain including paved areas, gravel/rocks, and dirt/ is required to access various locations on the facility.
Climbing ladders, stairs and potential work at heights may be necessary.
All work must be completed in a safe manner in accordance with NASA and Company safety standards.
Attendance
Full-time regular 1st shift work hours between Monday-Friday.
Position will require periodic overtime, including weekend and holiday work depending on task and schedule.
Must be dependable and punctual.
Shift work may be required.
