Summary The position is located within the Office of the Under Secretary of War for Research and Engineering (USW(R&E)), Deputy Under Secretary of War for Research and Engineering (DUSW(R&E)), specifically within the Business Operations Directorate, supporting the Director of the Special Access Program Central Office (SAPCO). Responsibilities Incumbent typical work assignments may include the following: Develop and implement mechanisms to monitor compliance with established Special Access Program (SAP) policies and regulations across the R&E enterprise. Prepare reports and briefings for senior leadership on program status, performance, and areas requiring attention. Organize and lead working groups, meetings, and forums involving diverse stakeholders to address specific SAP challenges, facilitate information sharing, and foster collaborative problem-solving. Maintain and update comprehensive documentation related to SAP policies, procedures, and best practices; develop and manage knowledge management resources to ensure consistent application of SAP principles across the R&E enterprise. Act as the primary point of contact and liaison between OUSD(R&E) and various Defense Agencies/Field Activities responsible for implementing SAPs, ensuring clear communication, consistent application of policies, and effective resolution of issues. For entry at the NH-IV (GS-14/15 equivalent) level, status applicants must have served 52 weeks as a NH-III (GS-12/13 equivalent) or higher grade in the Federal Service or equivalent. Specialized Experience: For the NH-IV (GS-14/15 equivalent), you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to NH-III (GS-12/13 equivalent) grade level in the Federal service, or comparable in difficulty and responsibility to NH-III (GS-12/13 equivalent) if outside the Federal service. Specialized experience is defined as: 1. Provide strategic leadership and expert advice on Department of Defense (DoD) Special Access Program (SAP) policy, governance, and management.; AND 2. Conduct quantitative analysis and in-depth research on complex Special Access Program (SAP) initiatives, applicable policies, and program requirements.; AND 3. Manage and lead the coordination, development, review, and recommendation of comprehensive Special Access Program (SAP) access and protection strategies.
