Northrop Grumman is looking for a Staff Global Supply Chain Proposal Manager that is responsible and accountable for the proposal scope in Global Supply Chain (material & labor estimation).?This position reports within Global Supply Chain.
The Proposal MPM is a strong leader with demonstrated project management and supply chain management skills. This role will support Bid & Proposal activities across the suite of Propulsion Systems & Controls Business Unit.
Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL.
Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Responsibilities Include:
Manages all SCM cost volume activities, compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Interfaces with the Procurement Proposal Coordinator in obtaining accurate, timely quotes, reviewing quotes and uploading into costed Bills of Materials
Support and lead contracting various tasks including RFP development and proposal evaluation (i.e. cost and price analysis)
Submits all material proposal BOMS to the price cost analysts and sector BOM team for review and approval
Balance strategic thinking with tactical application to support material proposal execution
Identify and mitigate proposal risks as they pertain to material requirements
Meet company and customer requirements by providing the linkage between procurement, proposal management and internal support functions
Develops and executes material proposal plans, estimates resources (people, schedule, and budget), analyzes RFPs, creates outlines and compliance matrices
Researches and analyzes historical data, develops cost models to support proposal efforts, coordinates activities and participates in fact-finding meetings
Supports pricing reviews with management and customer representatives
Ability to create accurate ROM estimates for management "What if" analysis
Create and keep current supplier quote database
Establish/negotiate material budgets to support program requirements
Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
Responsible for creating Supply Chain Management labor/material BOEs
Creates compliant, compelling proposals that clearly and succinctly address the RFP requirements
Support submittal of assist audit requests
Support requests for Small Business plan development
Acts as the Supply Chain lead for all internal and external proposal reviews

Basic Qualifications:
Must have 16 years of related experience that includes a background in Supply Chain. Will consider those with a bachelors degree and at least 12 years of experience or those with a masters degree and at least 10 years of experience. Degrees in Supply Chain and Business Administration preferred.
Experience in bidding to different contract @types (FFP, CPFF, CPIF, T&M)
Working Knowledge of FAR, DFARs and other Government procurement regulations as they pertain to bid/costing proposals
Experience with USG certified proposal creation, documentation and submittal
Experience working with cross-functional teams
Extensive experience in creating Priced Proposal BOMs, Supply Chain Labor BOEs and Risk/Opportunities
Experience in proposal analysis and negotiation of major subcontracts
Ability to be flexible, innovative, work with speed and agility to drive tasks to completion
U.S citizen and ability to obtain DOD Secret clearance
Proficiency with Microsoft Excel
Preferred Qualifications:
A&D industry experience
Active secret clearance

Primary Level Salary Range: $139,700.00 - $209,500.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
