The State Medical Review Team (SMRT) Data and Systems Training and Technical Advisor serves as the team's technical and analytical expert. The incumbent analyzes, designs, plans, implements, and manages systems, data, reports, and projects originating with SMRT. This role provides subject matter expertise on both divisional and cross-divisional projects and collaborates with MNIT, internal DHS divisions, and external partners, including contractors, counties, providers, and other state or federal agencies.
The position is critical to the effective management and technological advancement of SMRT, ensuring optimal performance, compliance, and data integrity. By leading system improvements and data initiatives, this role supports DHS's mission to provide timely and accurate disability determinations for Minnesotans seeking healthcare coverage.
Responsibilities include:
Lead system design, implementation, and improvement projects for SMRT operations.
Manage and analyze program data, producing reports and insights to inform decision-making.
Serve as subject matter expert and collaborate with MNIT, DHS divisions, and external partners.
Troubleshoot and resolve technical issues, ensuring smooth workflow and system performance.
Support continuous improvement of SMRT processes, technology, and compliance with regulations.
Minimum Qualifications

Three (3) years of advanced-level experience keeping systems operational daily and report and coordinate a resolution to systems related issues.
Additionally, candidates should have knowledge of Social Security Disability regulations, state and federal regulations, and policies governing State Medical Review Team (SMRT), Medical Assistance (MA), Medical Assistance - Employed Persons with Disabilities (MA-EPD), Waiver programs, Tax Equity Fiscal Responsibility Act (TEFRA).
Experience must demonstrate the following:
Demonstrated knowledge of SMRT's systems, including Curam Case Management Systems (i.e., ISDS and METS), Electronic Document Management System (EDMS), FileNet, Datacap, METS, and/or Maxis.
Experience with user acceptance testing (UAT) or system implementation activities.
Experience in data analysis tools and software (e.g. Excel, PowerBI, Tableau)
Experience developing, collecting, analyzing, and disseminating program data.
Preferred Qualifications
In-depth understanding of DHS policies, procedures, processes, laws, and rules, as well as Minnesota Statutes that govern the work of the State Medical Review Team.
Familiarity with DHS contracting procedures, including developing RFPs, managing contracts, and authorizing/tracking invoices.
Ability to develop and implement systems change strategies, considering workforce capabilities and skills.
Strong leadership and facilitation skills, including experience leading meetings, workgroups, or cross-functional initiatives.
Proven ability to drive continuous improvement initiatives.
Experience directing work teams engaged in ongoing functions and project-related activities.
Strong problem-solving and critical thinking skills; able to research solutions and implement changes.
Proficiency with Microsoft Office Suite (Outlook, Word, Excel), SharePoint and Adobe Pro.
Demonstrated organizational skills and the ability to manage multiple tasks with competing deadlines.
Experience working effectively with individuals from diverse backgrounds and cultures.
