The unit is responsible for providing budget and contract support to the Division director and Division leadership. This unit provides support to the Division including tracking of budgets and funds, purchasing, and tracking of contracts and licenses. The unit provides a clear understanding of all available funding streams and ensures fiscal rules are followed by the division. This unit will also work with the CDLE Budget and Finance Office as well as others to accomplish these duties.
The unit tracks all contracts and licenses. Working with supervisors and staff to renew as appropriate when the need arises. The unit creates RQS's for approval for new funding, new contracts, new licenses, new equipment, etc. The unit processes all invoices, making sure they are accurate and creates the Payment Authorization Form, to make sure the vendor is paid timely. Verifies receipt of request items once approval is given and purchases are made. The unit works closely with the CDLE Budget and Finance office on a daily basis. Making sure UI's $60+ million dollars in various funds are tracked, used appropriately and alerts division leadership to any variances. The unit also works very closely with PCS on a daily basis making sure UI is not incurring any statutory violations, and contracts and purchases are verified and timely.
This position aims to ensure compliance with Federal grants and monitor ongoing funding streams and contracts. This is required to ensure the successful passing of future audits and program reviews by the United States Department of Labor and State compliance. The pandemic-related benefits programs have significantly increased the number and complexity of funding streams, procurements, and projects that need monitoring and tracking. Each funding source has specific parameters on how and when the money will be spent and regular reporting requirements.
This position will monitor various Division of Unemployment Insurance contracts, track progress and expenditures against funding streams, including Supplemental Budget Requests (SBRs), ensure software and hardware licenses and agreements are renewed appropriately, and provide invoices for these and other financial obligations that are paid on time.
This position will ensure the completion of the various reports due to USDOL and other entities on the progress of SBRs on project statuses, outcomes, and spending to deadlines. Program managers will provide the appropriate updates to this unit for accuracy and completeness.
The position will work daily with the CDLE Budget team, the CDLE Finance team and the CDLE PCS team to keep the Division operating smoothly; that a license doesn't expire because of a missed expiration date or vital work is not delayed because the RQS for a contract is not processed timely or correctly. When questions arise with invoices, the position will contact vendors to address those questions on invoices and as appropriate, provide the answers to upper management. The position reaches out to multiple work units on the renewal of licenses to verify the need for the number of licenses and keep track of who the license is assigned to. On behalf of the Division of Unemployment Insurance, the position keeps internal records of the Federal BASE grant - the main source of funding for the Division, the Revenue fund and the Unemployment Insurance Program Support Fund.
The position also monitors the Federal Supplement Business Request grants received from the federal government to work on specific areas of the business. The position is the first step in the Division making sure funds are available for payroll distribution. The position works with the CDLE Budget and CDLE Finance teams to move money to make funds available for salaries and purchases - the JV process.
