This position requires an employee to be onsite at 625 Robert Street North, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.
This position serves as the subject matter expert in division procurement and is responsible for the purchase of a wide variety of scientific, environmental, and other materials, supplies, and equipment for the Pesticide and Fertilizer Management Division (PFMD) in the Statewide Integrated Financial Tools (SWIFT) - People Soft Enterprise Resource Planning System. The incumbent is responsible for purchasing items available on state contracts, coordination of specifications for bids, and coordination of entry of sourcing events. The incumbent is responsible for finding sources of supply and determining suitability of goods and equipment for purchase in relation to price, quality, and conformance to specifications. This position reviews division purchasing requests and provides training and guidance to all division staff. This position maintains accurate records of pertinent audit information. This position provides lead work direction to PFMD procurement staff and performs related work as required.
Minimum Qualifications

One year of experience in purchasing, developing/evaluating specifications, and issuing purchase orders/contracts.
Excellent customer service and human relations skills sufficient to interact respectfully, courteously, and professionally with stakeholders of various backgrounds to positively represent Agriculture.
Organizational skills to manage, track, report, and perform data entry relevant to procurement transactions, using basic web applications and Microsoft Office Suite including Outlook, Word, and Excel.
Skills in accounting and math to accurately prepare orders and review invoicing.
Applicant is required to attend ALP certification training and gain certification within six (6) months of employment.

Preferred Qualifications
Bachelor's degree or higher in business administration or closely related field of focus.
Direct experience demonstrating the ability to interpret, apply, and communicate state procurement laws, policies, and procedures.
Direct experience in obtaining competitive bids, locating sources of supply, and cost analysis.
Demonstrated experience with organizational skills to manage, track, report, and perform data entry relevant to procurement transactions, using basic web applications and Microsoft Office Suite including Outlook, Word, and Excel.
Direct experience with environmental and scientific procurement.
$25,000 Authority for Local Purchasing (ALP) Certified Buyer with the State of Minnesota.
Direct experience verifying purchase orders, matching prices, and ensuring invoices are paid in an accurate and timely manner.
Physical Requirements
This position requires the physical dexterity that permits standing, kneeling, bending, and stretching, and climbing up and down steps, lifting objects and traversing slippery/uneven surfaces. This position must perform routine office tasks such as sitting, reading, examining documents, and viewing a computer for long periods of time. This position requires twisting, turning, and lifting to 40 pounds.
