This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.
As the Enterprise Architecture & Data Services Manager for MNJIS at the BCA, you will provide strategic, technical, and security-focused leadership to guide enterprise technology solutions, overseeing teams in architecture, business intelligence, data services, database administration, and user experience. You will define and implement strategies that integrate security, compliance, and privacy into solution design, system architecture, and data management, while setting vision, goals, and success measures for Enterprise Architecture and Data Services. In addition, you will develop and enforce standards and best practices for secure, sustainable, and supportable technology services, contribute to long-term organizational planning, and implement initiatives that advance technology excellence, manage risk, and ensure compliance with MNJIS, BCA, DPS, and MNIT objectives. This role requires a collaborative, forward-thinking leader capable of balancing strategic vision, architectural rigor, and security alignment to drive business growth and IT innovation.
This position requires an employee to be onsite at 430 Maryland Ave E, St Paul, Minnesota three (3) days per week with the opportunity to work from a telework location on other days. This position requires minimum of five (5) years of experience working in a complex IT development environment planning, designing, developing, implementing, and maintaining IT systems and services AND
Two (2) years of supervisory experience. Supervisory experience should cover multiple areas such as: selecting, orienting, and training employees; coaching, counseling, and performance managing employees; planning, monitoring, and appraising job results, etc. Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.*
Experience must include:
Experience providing strategic and technical leadership for enterprise architecture including data services, business intelligence, and user experience teams.
Strong understanding of secure systems design and enterprise architecture principles , including SDLC, security frameworks, and risk-informed decision-making.
Proven ability to evaluate, design, and optimize technology solutions and processes to meet complex business needs while ensuring compliance, security, and sustainability.
Experience with project and program leadership in a collaborative IT environment, including working with cross-functional teams and influencing senior stakeholders.
Knowledge of Agile, Scrum, and iterative development methodologies , with experience guiding multiple development cycles and implementing secure, scalable solutions
Ability to deliver effective verbal or written messages that facilitate a mutual understanding between both parties.
Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
Bachelor's degree or higher in Computer Science, Information Technology, or related field.
Experience in environments with strict regulatory, security, and compliance requirements, such as law enforcement or criminal justice.
Strong ability to communicate effectively with diverse stakeholders-technical and non-technical-across IT teams, business units, and executive leadership.
Demonstrated experience in advanced staff leadership, team development, and mentoring, including fostering collaboration across multiple IT disciplines.
Proven skills in group facilitation, conflict resolution, negotiation, and consensus building in complex, multi-stakeholder environments.
Ability to analyze, conceptualize, and solve complex technology and business problems, including integrating security and compliance considerations into enterprise-wide solutions.
Experience in strategic planning, prioritization, and adapting to rapidly changing technology and business environments, while aligning enterprise architecture and data strategies with organizational goals
