GS-12: $101,401 - $131,826 GS-11: $84,601 - $109,975 Responsibilities You will serve as an ASTRONOMER in the Earth Orientation Department, GPS Analysis Division of the U.S. NAVAL OBSERVATORY. You will participate in GPS and GNSS analysis activities such as estimating satellite orbits, receiver-and satellite-clock corrections, positions of the earth's rotation pole, UT1 values, and other related quantities from GPS and GNSS measurements. You will be responsible for the daily determination of earth orientation parameters using state of-the-art methods in software analysis including daily monitoring activities. You will design, code, test, and implement required computer programs, and evaluate/update existing programs. You will validate that existing algorithms and inputs that are currently in use at USNO produce accurate estimates with a focus on GNSS estimates. You will write and present scientific/technical material to audiences and standard operating procedures. You will develop and maintain knowledge in celestial mechanics, orbit determination, geodesy, geophysics, time series analysis, statistics, data analysis software, and computer programming/software design. Requirements Conditions of Employment Qualifications In addition to the BASIC EDUCATION REQUIREMENTS to qualify for a GS-12, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying technical knowledge in celestial mechanics, orbit determination, geodesy, geophysics, time series analysis, statistics, data analysis software, and computer programming/software design. Experience analyzing GPS or GNSS signals or processing outputs. Experience utilizing software that uses complex algorithms to estimate GPS and GNSS satellite orbits, receiver-and satellite-clock corrections, positions of the earth's rotation pole, UT1 values, and other related quantities from GPS or GNSS measurements. Experience utilizing high level computer languages such as FORTRAN, C, C++, and python. Must be capable of understanding and using LINUX computer systems with minimum delay. Experience documenting technical notes, preparing scientific papers, and presenting the results of research at scientific meetings.
