This position exists to lead the Remediation Division Data Unit in the Remediation Division Closed Landfills and Technical Services Section. The unit is responsible for ensuring that Remediation Division environmental data management is effective and is in alignment with the broader data management systems of the agency.
With help and direction from division leadership this position will lead the Remediation Division Data Support Unit with the goals of 1) fully utilization of the EQuIS database to store field and analytical data for remediation projects 2)assuring appropriate data quality review 3) providing effective data management, data analysis and data visualization capabilities for division staff and leadership 4) effectively share data with stakeholders and the public and 5) develop and maintains strong working relationships, teaming and coordination with other state, local and Agency data teams.
The position directs the development of employees, ensures the delivery of high-quality work products, and seeks to continually improve the processes and products of the unit. These responsibilities include administrative, fiscal and budgetary operations associated with the work of the data quality contractor.
Minimum Qualifications
1) One year of supervisory experience in environmental protection/pollution control,
OR
2) Two years of advanced professional experience in environmental protection/pollution control. Examples for internal candidates - ( Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).
OR
3) Three years of environmental experience performing work equivalent to an Environmental Specialist 3 level or senior level work directing, designing AND developing criteria for negotiation, or environmental programs.
OR
4) Equivalent combination of the above.

Preferred Qualifications
Knowledge of data systems and data management principles and practices
Knowledge of the principals and practices of environmental cleanup projects
Ability to manage and follow through on priorities, balance of long- and short-term goals and objectives, and to problem solve and determine appropriate actions working with different levels of the organization
Ability to manage projects, develop program and work objectives, establish shared goals, define measures, and to plan, coordinate, and implement strategies.
Skilled in communicating complex information in a clear and effective manner to a variety of audiences and effectively interpreting and communicating policy and regulations.
Ability to manage budgets, contracts, and follow MPCA and state purchasing and contracting requirements.
Knowledge of relevant federal and state environmental and data system regulatory frameworks and their applicability to environmental projects.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
