Project/Program Manager:
General Dynamics Information Technology (GDIT) is seeking a detail-oriented, customer-focused, and motivated IT Project Manager with strong communication skills that is interested in supporting our customers with their critical mission needs.
The IT Project Manager supports a GDIT client in Washington, D.C. The IT Project Manager will be working with the project team, analyzing business requirements and translating into actionable plans by identifying key capabilities, value streams, and process maps to ensure alignment across the organization. The individual will collaborate with diverse stakeholders across different teams to gather requirements, address challenges, and ensure buy-in on key deliverables.
Part of the role will require assessing the potential impact of new requirements on the business and systems, identifying risks and opportunities, and recommending execution and mitigation strategies. The role will include process improvement, identifying inefficiencies in existing processes and designing solutions to optimize solutions and improve operational efficiency. The individual will collaborate with the execution team to ensure technology investments align with the product strategy and support the implementation of the target architecture.
RESPONSIBILITIES:
Program/Client Management:
Guide project meetings and other client engagements to meet customer expectations
Participate and lead customer-facing communication, reporting on sprint progress, burn down, velocity, and story points
Prepare and deliver frequent updates, maintaining positive customer relationships and ensuring a positive customer journey
Prepare status updates with key milestones and deliverables, next steps, risks, and project timeline
Manage schedule, timeline and scope to ensure customer priorities and expectations are met
Communicate difficult/sensitive information tactfully and resolve or escalate issues in a timely fashion
Understand and validate the details of deliverables as provided by project resources
Product Management:
Develop multi-year product roadmap with external stakeholders
Manage product development using Agile best practices
Oversee analysis and documentation of customer's business requirements and processes
Oversee planning and design of business processes; assist in formulating recommendations to improve and support business activities
Assist in the research and assessment of business goals, objectives and needs to align information technology solutions with business initiatives
Participate in testing activities such as functional testing and user acceptance testing (UAT)
Team/Agile Management:
Lead and advise software development team and projects
Work with the implementation team to develop release plans and ensure product backlogs are well-groomed, prioritized and visible to all the stakeholders
Assist team to be self-organizing and self-managing to achieve its goals
Ensure the team's "definition of done" is well defined on the story, sprint, and release levels
Be part of a continuous improvement mindset and recommend adjustments to established delivery practices
Oversee the software development process while using a Spring framework for the system and development (Java/Hibernate)
Properly utilize Agile Workflow, Jira, and Confluence for assignment and tracking of tasks and capturing requirements
Participate in Scrum meetings to represent Product Owner and ensure cross-team collaboration and coordination of release plans
Communicate effectively with large and small project teams consisting of both technical and non-technical project stakeholders to set and manage client expectations and timelines throughout the project
Provide transparency to senior leadership and work with design, development, information security, and other product management teams
Provide mentorship and guidance to team members throughout their career journey
WHAT YOU'LL NEED TO SUCCEED:
Required Qualifications:
Bachelor's degree and 7+ years of related experience in IT and/or Cyber Security
5+ years of managing software application development projects
Experience managing projects with multiple key stakeholders
Experience managing multi-system projects and self-organized, cross-functional project teams in a matrixed environment
Familiar with Agile values, principles, processes, and methods such as iterative and incremental development, burn down, continuous integration, test-driven development (TDD), unit testing, code refactoring, pair programming, and/or Scrum ceremonies
Technical Skills:
Spring Framework, Java, Hibernate, Oracle, SQL, React, Cloud Services (AWS), Jira, Confluence

Security Clearance Level: successful candidate will be required to undergo public trust investigation
Location: Hybrid DC metro area
Desired Qualifications:
PMP certification
Familiarity with refugee and immigrant populations and/or social programs, a plus
Knowledge of federal procurement/acquisition processes
EDUCATION :
BA/BS (technical discipline preferred)
The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
