Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste.

H2C is seeking a General Accounting Manager that will provide oversight and leadership to the Finance and Accounting organization. The qualified candidate will be responsible for ensuring the accuracy of the general ledger, capital determinations, and inventory accounting in accordance with accounting practices, policies and contract terms and conditions. They must maintain a high level of communication and responsibility to internal and external clients, while ensuring records are maintained in compliance with policies and procedures, and reconciling with the business management system as well as the following essential job duties:
*Oversight of General Accounting department; Responsible for providing policy guidelines, goals, direction, and coordination with the accountants and other technical functions.
*Ensures accuracy of general ledger accounts. Create/close general ledger accounts and accounting codes.
*Oversight of Capital and Spare transactions. Reconcile spares activities, process corrections as needed, coordination with DOE on entries to the system.
*Manage Capital Accounting. Process capital determinations, capitalize completed projects and equipment and submit entries to DOE.
*Application of rates in the Peoplesoft Business Management System (BMS). Setup rates for applications in BMS, validate rates are applied correctly with each processing, process rate true-ups at year end.
*Oversight and billing of work for others. Establish new CACNs for approved work scope, created monthly invoices, follow-up on outstanding payments.
*Distribution of holding account cost and cost corrections.
*Prepare and submit month end accruals to DOE.
*Ensure IDMS records are accurately maintained
*Serve as the liaison to Finance System Integration group on Hanford system upgrade.
*Make independent studies, analyses, and interpretation of very complex financial, tax, or accounting data.
*Make substantial contributions across a wide range of functions through guiding, directing, or coordination.
*Administer activities in accordance with policies and procedures while using discretion and independent judgment.
*Ensure segregation of duties; perform self-assessments and assist internal and external audit agencies.
*Comply with H2C polices and procedures.
*Ensure ISMS Principles are incorporated into organization's activities.
*Responsible for maintaining integrity of financial systems - adjustments in compliance with GAAP, Disclosure Statement and system accounting rules
*Oversight of CACN setup, ensuring compliance with DOE funding elements and contract modifications
Required Qualifications
Grade 20:
*Bachelor's degree in Accounting/Finance or related field; and
*10 years' directly related experience or equivalent combination of education and/or experience.
Grade 21:
*Bachelor's degree in Accounting/Finance or related field; and
*12 years' directly related experience or equivalent combination of education and/or experience.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Grade 22:
*Bachelor's degree in Accounting/Finance or related field; and
*15 years of related experience, or equivalent combination of education and experience.

Desired Qualifications
*CPA/MBA preferred.
*Knowledge of DOE reporting requirements and experience with large financial systems.
*Must have extensive knowledge of GAAP, account procedures/tasks, excellent skills with Excel and outstanding oral and written communication skills.
*Extensive knowledge of Government allowability on vendor invoices.
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $129,063
Hiring Range Maximum: $209,688
