This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Medicaid waivers are legal agreements between Minnesota and the Center for Medicare and Medicaid Services (CMS) that outline how the state operates its Medicaid program. These documents assure the federal government that the state operates the program according to federal rules. These agreements cover a broad range of programmatic and operational detail regarding the program, including eligibility, fraud prevention, provider oversight, claims payment, appeal rights, reporting of abuse and neglect, and methods of service delivery.
This position is responsible for the development, negotiation, and administration of Medicaid waivers under sections 1915(b), 1915(c), and 1115 of the Social Security Act. These waivers allow the state to provide Medicaid services to specific enrollee groups, offer alternatives to institutional care, support state purchasing strategies like managed care, secure funding for substance use disorder treatment, and maintain continuous enrollment for children in Medical Assistance. These waivers are the foundation for billions of dollars in federal funds for the state annually.
The position operates within a complex health policy environment encompassing basic health care, managed care, long-term care services and supports, housing supports, and behavioral health care. The position provides an opportunity to apply knowledge of the federal Medicaid framework to support the needs of 1.4 million Minnesotans receiving health care and long term care services and supports through the Medicaid program.
Responsibilities include:
Directthestrategicplanning, legalanalysis,development, negotiation,andadministrationoftheDepartment ofHuman Services'Medicaid waivers.Settheoverallstrategy,use,and enforcementofstandardsandbestpracticesinrelationtofederal Medicaid authorities.
Studytheimpactof newrequirementsand opportunities atthe federallevel; determiningtheimpactofnewfederalpolicyonacase-by-case basis;researchingpracticeswithinotherstates; and developing strategies forimplementingnewfederalrequirementsatthestatelevel.
Establishandmanage internal andexternalpartnerships. Engagekeypartiesinprogram planningrepresentthesection in legislativeplanning,and managementdiscussions;andrepresentDHSwithother agenciesatthe federallevel. Develop the agency response to all federal regulatory and subregulatory guidance issued by CMS and the United States Department of Health and Human Services.
Minimum Qualifications
Three years of specialized professional experience developing federal Medicaid authorities.
Experience must include leading the development and negotiation of federal Medicaid waivers and demonstrated knowledge of relevant federal statute, regulation, and sub-regulatory policy.
Preferred Qualifications
Law degree or advanced public policy degree from an accredited institution.
Variety of experiences working effectively with others from different backgrounds and cultures.
