ASRC Federal Data Networks Corporation (DNC) is seeking a Cloud DevOps Engineer for a position supporting the NOAA Office of Space Commerce, Space Operations Division, TraCSS Engineering Branch in Suitland MD. The engineer will play a critical oversight and insight role in maintaining and evolving the TraCSS software DevTest pipeline, ensuring seamless integration of third-party vendor solutions, and collaborating with various stakeholders to meet operational needs and security requirements. This position requires a strong understanding of agile methodologies and a commitment to delivering high-quality software solutions.
Background Summary:
The National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC), is developing the Traffic Coordination System for Space (TraCSS) to fulfill Space Policy Directive 3 (SPD-3). SPD-3 instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators. NOAA OSC, under the US Department of Commerce (DOC),was identified to lead many of these efforts as part of a 'whole of government' approach.
TraCSS is the Office of Space Commerce's cloud-based enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. It will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the US commercial space industry. The system will store data from the Department of Defense (DoD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O), and select international civil partners. The TraCSS system will operate 24 hours per day, 7 days a week.
Responsibilities:
Provide high-level functional IT analysis, design, development, integration, documentation, and implementation assistance on problems requiring thorough knowledge of the related technical subject matter for effective system deployment.
Participate in business and technical IT solution implementations, system upgrades, enhancements and conversions.
Design, implement, and manage cloud infrastructure solutions using AWS Platform.
Perform development and test activities working with the TraCSS System Integration (SI) contractor.
Maintain a software DevTest pipeline that addresses operational needs as well as the integration of third-party SSA vendors.
Work with the TraCSS Presentation Layer (PL) vendor to ensure operational needs and appropriate user feedback is incorporated into updates.
Oversee integrated workflows across all TraCSS vendors.
Develop and refine tools and systems for automating security assessments and vulnerability scans within CI/CD, utilizing in-depth knowledge of security protocols and practices.
Implement Infrastructure as Code (IaC) using Terraform or CloudFormation
Ensure cloud environments meet federal security compliance standards, including FISMA and FedRAMP.
Monitor system performance, troubleshoot issues, and optimize resource utilization.
Utilize common test automation frameworks (e.g., Selenium, JUnit, TestNG).
Required Qualifications:
Bachelor's degree in Computer Science, Engineering, or a related technical field.
5-7 years of professional experience in software development and testing.
Understanding of the concepts of DevSecOps.
Demonstrated experience with agile development methods and practices (e.g., Scrum, Kanban).
Strong understanding of the Software Development Lifecycle (SDLC) and testing methodologies.
Experience with maintaining and optimizing DevTest pipelines.
Ability to work independently, problem solve, and manage multiple priorities in a fast-paced environment.
Experience with specific tools and technologies used in DevTest pipelines
Strong communication and interpersonal skills, with the ability to work collaboratively and lead in a distributed team environment.
Knowledge of government security standards and compliance (e.g., NIST, FedRAMP).
Experience in building pipelines in a cloud environment such as Amazon Web Services (AWS).
Use of Jira, Jira Service Management, Confluence, Bitbucket and other Atlassian platform tools.
Highly Desired Qualifications:
Solid understanding of software engineering principles.
Problem-solving and analytical skills, with the ability to quickly understand complex systems and propose effective solutions.
Knowledge of space domain awareness, space situational awareness (SSA), space traffic coordination (STC), or space traffic management (STM) related topics.
Examples of desired knowledge and skill sets may include, but are not limited to: orbital mechanics, astrodynamics, common analytical methodologies utilized in SSA/STC/STM, satellite operations, conjunction analysis, and data management.
Current DoD, DOC, NOAA, or NASA authorization to work (badge).
Experience working in support of a U.S. government institution.
Experience in building Infrastructure as Code for automated CI/CD pipelines.
Preferred experience with building an infrastructure to enable tools like Git, Pmd, Checkstyle, Maven, JUnit, Fortify, SonarQube, Coverity, Docker, Anchore, etc. to work together to validate and verify software for continuous integration.
Experience with building an infrastructure with tools like Helm, Kubernetes, Argo, Rancher, etc. to enable software deployment continuously.
Experience in SAST (Static Application Security Testing) and DAST (Dynamic Application Security Testing).
Ability to handle/manage large scale integrations across multiple integrations.
Advanced use of Google Workspace and Microsoft tools; Excel, Visio, PowerPoint, Access.
Use of APIs for information exchange; Swagger.
Work Environment and Physical Demands:
Work in a typical onsite government office building full time (5-days per week) with situational telework approved as needed.
Occasional deadlines or operational conditions may require non-standard/longer hours or additional onsite support.
Infrequent travel required.
Place of performance will be the NOAA Satellite Operations Facility (NSOF) located on the Suitland Federal Center in Suitland MD.
