Summary You will serve as a ENGINEER/SCIENTIST in the Electromagnetic and Sensor Systems Department of NAVSURFWARCENDLD. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will ensure technical rigor is applied across B52 operational groups including Electromagnetic Interference Test and Eval, Missile Systems Engineering and Test, Test Operations, and Electromagnetic Environmental Effects Test and Eval activities. You will adhere to NSWCDD Technical Director and Chief Engineer guidance and expectations on technical rigor and institutionalize and sustain technical excellence within the Branch in accordance with the Division Technical Project Policy document. You will ensure that proper guidelines are provided for developing branch documentation such as plans/reports and briefs, statements of work, etc. and capture and maintain technical evaluation metrics across the entire branch portfolio. You will know the technical health of all Branch projects and ensure Project List and Technical Excellence Metrics Tool is complete and consistent with project Objective Quality Evidence (OQE), reflecting current project status. You will support the assessment, monitoring and reporting on the technical health of the Branch, ensuring groups have the resources, assets, infrastructure, etc. to execute. You will track and act on the Technical Evaluation Board (TEB) metrics of Branch projects, identifying process improvements and efficiencies across the Branch portfolio to reduce costs and schedule where possible. You will develop, evaluate, and report Branch risks, challenges, and planned mitigation You will ensure Action Items from various meetings (i.e., Test, Readiness Reviews, Project Reviews, Product Release Panels, etc.) are being addressed in a timely manner and ensure schedules are utilized to track projects and identify critical paths. You will conduct periodic reviews to ensure best practices are being leveraged in delivering quality products in a timely and cost effective manner. You will ensure OQE is technically, programmatically, and editorially correct prior to leaving the Branch and approve tailoring of Branch OQE. You will participate in failure reviews and other special assignments, as required, chair/participate in Branch TRRs, technical discussions, etc., and chair Branch and Division-level Product Review and Product Release Panels, as required. You will identify and implement data-driven process improvements and efficiencies across the Branch portfolio to reduce costs and schedule without compromising technical rigor. You will provide technical oversight of science, engineering, TE, and integration efforts within the Branch, creating a culture focused on and committed to technical rigor. You will execute a corporate level responsibility in the area of strategic planning and/or governance that provides visibility and an enhanced corporate understanding. You will provide technical oversight for projects on a daily or as needed basis and ensure that resources (facility, Personnel and equipment) are being used effectively. You will collaborate with internal and external partners to assure Branch and Division leverage technical personnel and infrastructure capabilities to properly assess and mitigate E3 challenges and needs. You will participate in the Division CHENG Council, improve partnerships across academia and industry, and provide leadership to the Branch portfolio to include close interaction with sponsor base. You will ensure routine communication and engagement with key sponsors and mentor engineers as needed to ensure a full and complete understanding and utilization of the B52 capabilities and test facilities. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), an Electrical Engineer (0850-series), a General Physical Scientist (1301-series), a Mathematician (1520-series), or a Computer Scientist (1550-series), depending upon the qualifications of the candidate. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
