Summary The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. You will serve as the Softkill Coordination Subsystem (SKCS) Software Architect in the Advanced Electronic Warfare Concepts Branch (Code B34) of the Naval Surface Warfare Center Dahlgren Division. Responsibilities You will serve as a subject matter expert, senior technical advisor, and liaison to management, sponsors, and the fleet regarding the software development and integration of capabilities within the Softkill Coordination Subsystem (SKCS) codebase. You will lead a multi-disciplinary team of government and contractor scientists and engineers providing detailed technical direction on tasking, objectives, and milestones in a fast-paced research and development environment. You will provide senior level technical oversight and rigor, leadership, and guidance for the execution of software development tasking and projects, to ensure timely delivery of capabilities for optimal electronic warfare system performance. You will coordinate with the SKCS Technical Execution Lead to ensure external stakeholders' objectives are achieved. You will work with external stakeholders to understand objectives and the system architectural changes needed by SKCS and the external stakeholder to achieve objectives. You will coordinate with the SKCS Technical Execution Lead to deliver planned builds as per build definitions. You will ensure proper configuration management of the SKCS code base. You will provide detailed recommendations and vision of architectural changes to support future efforts. You will provide technical guidance and leadership to the SKCS team on solid design principles and coding practices. You will identify opportunities for refactoring and provide leadership with a plan to execute within established timelines, while managing risk. You will provide technical guidance and leadership on modernization of the SKCS code and software development in areas such as cybersecurity, containerization, test automation, system setup, configuration, and troubleshooting. You will actively participate and/or lead SKCS at appropriate reviews such as safety boards, software release panels, and program level Integrated Product Reviews (IPRs). You will actively participate and/or lead integration activities with partners to ensure design is functional and meets intent. You will actively participate and/or lead test events through real time troubleshooting and data analysis to root cause issues and deliver corrections. You will communicate, both orally and in writing, to a variety of technical and operational audiences including Department leadership, senior managers and flag officers on system capabilities, issues, and impacts to sensor system performance. You will serve as the subject matter expert on SKCS software architecture and ensure it is effectively developed, coded, unit, and system tested prior to delivery both internally and externally. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Computer Engineer (0854-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
