SUMMARY:
The Assistant Director, EAM Analytics reports to the Director of Enterprise Asset Management (EAM), who works under the Senior Vice President of Corporate Strategy and Performance-the executive responsible for agency-wide strategy, governance, and operations for MTA Bridges and Tunnels (TBTA) and the Central Business District Tolling Program (CBDTP).
This position provides leadership, management, and oversight for the TBTA Enterprise Asset Management program with a focus on data architecture, advanced analytics, emerging technology integration, and enterprise alignment. The Assistant Director ensures that the design and implementation of EAM systems and analytics solutions drive data-driven decision-making, predictive modeling, life-cycle asset management, and operational optimization, while maintaining compliance with enterprise data governance standards.
The role requires a Lean/Six Sigma and change management approach to strengthen organizational processes, integrate enterprise systems, and embed sustainable continuous improvement practices.
Key responsibilities include:
Overseeing data quality and governance, ensuring completeness, accuracy, and compliance with enterprise standards.
Developing and applying advanced analytics to identify trends, improve efficiency, and guide operational and strategic decisions.
Supporting the integration of EAM data into enterprise systems, including the MTA Data Lake, and leveraging datasets to drive business results.
Monitoring outcomes, budgets, and contracts to ensure accountability, resource optimization, and continuous improvement.
Developing and maintaining EAM policies and procedures aligned with organizational standards.
Providing leadership and supervision to a team of staff, delegating responsibilities, mentoring, and ensuring high-quality deliverables.
The Assistant Director fosters strong collaboration with operating departments, MTA IT, and data engineering teams to build and sustain a robust, scalable, and high-quality data infrastructure. This infrastructure underpins mission-critical functions such as capital planning, life-cycle asset management, and operational optimization, thereby driving organizational excellence and strategic value across TBTA and the broader MTA.
QUALIFICATIONS
Bachelor's Public Administration, Public Policy, Political Science, Business Management, Business Administration, Management, Finance, Technology, or Planning or a related field.
Must have a minimum of eight (8) years of progressively responsible experience in asset management, data analytics, or enterprise systems , including at least four (4) years in a management or supervisory role in a large, multi-faceted organization.
An equivalent combination of education and experience may be considered.
Unrestricted valid driver license in the State of New York
Proficient in Microsoft Office Suite and document management software.
Strong ability to motivate and manage staff, while fostering team collaboration and building relationships with internal stakeholders.
Deep understanding of both the technical and functional aspects of Enterprise Asset Management (EAM), including Preventive & Predictive Maintenance practices.
High-level technical skills to resolve complex system issues and challenge consultants' and vendors' technical results.
Comprehensive knowledge of asset management operations, functions, strategies, and objectives, with a focus on continuous improvement and organizational effectiveness.
Proven leadership as a change agent, able to align business goals with innovative solutions to drive process improvements.
Excellent communication, interpersonal, and team-building skills, with the ability to listen, problem -solve, and prioritize effectively.
Ability to synthesize and present complex financial, engineering, and legislative information to senior management and external entities.
Experience working effectively in high-pressure environments, with a strong focus on delivering results.
P REFERRED
Master's degree preferred.
Experience in the mechanical and electrical systems as they relate to Bridge and Tunnels Structures, as well as facility support buildings.
Knowledge of additional software products such as Visio, Power BI, Kronos, PeopleSoft, Tableau
In depth technical knowledge of the highly specialized systems developed for the EAM environment such as Infor EAM v11.1 and like CMMS systems
Knowledge of various data sources including SCADA, CAD, MicroStation along with the ability to setup data upload utilities and data scrubbing programs.
Familiarity with ISO-55000, PAS-55 and MAP-21.
